Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE FINANCE COMMITTEE SUBSTITUTE FOR SENATE BILL 1 as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.

The purpose of this legislation is to provide appropriations for numerous capital outlay projects to be funded from the General Fund, Severance Tax Bonds and other sources. I have vetoed this measure because I believe it would be premature to approve it in the absence of a general appropriation act. This bill comprises a major element of our state financial plan and it should be considered together with the general appropriation bill.
