Honorable Speaker and Members of the House:

I have this day VETOED and am returning HOUSE BILL 641, as amended,

enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation inserts the Legislative Finance Committee into the procurement process for Medicaid managed care providers. This legislation is superfluous as the procurement of services as well as the legitimate concerns of the Committee are effectively addressed under current law.
