0011| REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE, THE

0012| LEGISLATIVE FINANCE COMMITTEE, THE LEGISLATIVE COUNCIL

0013| SERVICE, THE DEPARTMENT OF FINANCE AND ADMINISTRATION AND THE
|
0014| TAXATION AND REVENUE DEPARTMENT TO SUPPORT AND COOPERATE WITH
|
0015| THE STATE DEPARTMENT OF PUBLIC EDUCATION IN THE STUDY OF
|
0016| CAPITAL OUTLAY NEEDS OF THE PUBLIC SCHOOLS IN NEW MEXICO.

0018| WHEREAS, during the past five legislative sessions the
|
0019| legislature has demonstrated interest in or support of a study
|
0020| of capital outlay needs in the public schools; and
|
0021| WHEREAS, funds appropriated by the legislature for a
|
0022| capital outlay study during the 1995, 1997 and 1998 regular
|
0023| sessions were vetoed by the governor; and
|
0024| WHEREAS, a comprehensive study of the capital outlay
|
0025| needs of the public schools in New Mexico is essential to
|

0001| identify specific needs and to ensure the equitable
|
0002| distribution of capital outlay funds; and
|
0003| WHEREAS, a comprehensive study of capital outlay needs
|
0004| would include development of guidelines and standards, an
|
0005| inventory and assessment of school facilities and
|
0006| infrastructure, cost estimates for repair, renovation and
|
0007| modernization of existing facilities, an estimate of future
|
0008| facility needs and sources of revenues and would cost
|
0009| approximately six hundred thousand dollars ($600,000); and
|
0010| WHEREAS, using two hundred thousand dollars ($200,000) in
|
0011| special projects funds, the state board of education has begun
|
0012| a study of limited scope that can serve as a preliminary in-
|
0013| depth study of a representative sample of school districts in
|
0014| the state;
|
0015| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0016| STATE OF NEW MEXICO that the legislative education study
|
0017| committee, the legislative finance committee, the legislative
|
0018| council service, the department of finance and administration
|
0019| and the taxation and revenue department be requested to
|
0020| support the state department of public education and each
|
0021| contribute resources equal to approximately one-fifth of the
|
0022| estimated costs of the project in the study of capital outlay
|
0023| needs of the school districts in New Mexico to ensure that
|
0024| sufficient information is provided to complete the study; and
|
0025| BE IF FURTHER RESOLVED that the superintendent of public
|

0001| instruction and the secretaries of finance and administration
|
0002| and taxation and revenue report to the legislative finance
|
0003| committee and the legislative education study committee
|
0004| results of the study by December 1, 1998; and
|
0005| BE IT FURTHER RESOLVED that copies of this memorial be
|
0006| transmitted to the directors of the legislative education
|
0007| study committee, the legislative finance committee and the
|
0008| legislative council service; the secretaries of finance and
|
0009| administration and taxation and revenue; and to the
|
0010| superintendent of public instruction.
