0011|     MAKING AN APPROPRIATION TO ASSIST LOW-INCOME INDIVIDUALS TO

0012|     CONSERVE ENERGY THROUGH HOME WEATHERIZATION; DECLARING AN

0013|     EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  APPROPRIATION.--One million dollars
    |
0017|     ($1,000,000) is appropriated from the general fund to the
    |
0018|     department of finance and administration for expenditure in
    |
0019|     fiscal year 1999 for the purpose of contracting for the
    |
0020|     weatherization of homes of persons whose incomes are at or
    |
0021|     below one hundred twenty-five percent of the federal income
    |
0022|     poverty guideline, in order to conserve energy.  Any
    |
0023|     unexpended or unencumbered balance remaining at the end of
    |
0024|     fiscal year 1999 shall revert to the general fund.

0025|          Section 2.  EMERGENCY.--It is necessary for the public
    |
