APPROPRIATION--PURPOSE.--One hundred thousand | 0017| dollars ($100,000) is appropriated from the general fund to | 0018| the New Mexico office of Indian affairs for expenditure in | 0019| fiscal year 1999 for the purpose of providing a substance | 0020| abuse and wellness program, including retreats, for at-risk | 0021| youth in Shiprock, New Mexico. Any unexpended or unencumbered | 0022| balance remaining at the end of fiscal year 1999 shall revert | 0023| to the general fund. | 0024| Section 2. EMERGENCY.--It is necessary for the public | 0025| peace, health and safety that this act take effect |
