0011|     RELATING TO CAPITAL EXPENDITURES; MAKING AN APPROPRIATION FOR

0012|     THE EAST MESA LOOP BETWEEN UNITED STATES HIGHWAY 70 AND

0013|     INTERSTATE 10 IN DONA ANA COUNTY; DECLARING AN EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  APPROPRIATION.--Fifty thousand dollars
    |
0017|     ($50,000) is appropriated from the general fund to the state
    |
0018|     highway and transportation department for expenditure in
    |
0019|     fiscal year 1999 for the purpose of acquiring rights of way
    |
0020|     and conducting environmental and archaeological studies for
    |
0021|     the East Mesa loop connecting United States highway 70 with
    |
0022|     interstate 10 at the Mesquite interchange in Dona Ana county. 
    |
0023|     Any unexpended or unencumbered balance remaining at the end of
    |
0024|     fiscal year 1999 shall revert to the general fund.     
    |
0025|          Section 2.  EMERGENCY.--It is necessary for the public
    |
