  Mr. Speaker:
  
       Your JUDICIARY COMMITTEE, to whom has been referred
  
       HOUSE BUSINESS AND INDUSTRY COMMITTEE SUBSTITUTE
                      FOR HOUSE BILL 15 
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 13, after the semicolon strike the
  remainder of the line, strike lines 14 and 15 in their
  entirety and on line 16, strike the line through the
  semicolon.
       
       2.  On page 5, line 12, strike "or" and insert in lieu
  thereof a comma and on line 13, after "resolution" insert "or
  on a date set by the local governing body".
  
       3.  On pages 10 and 11, strike Section 2 in its entirety.
  
       4.  Renumber the succeeding section accordingly.
