0011| MAKING GENERAL APPROPRIATIONS AND AUTHORIZING EXPENDITURES FOR
|
0012| STATE GOVERNMENT.
|
0013|
|
0014| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0015| Section 1. SPECIAL APPROPRIATIONS.--The following
|
0016| amounts are appropriated from the general fund, or other funds
|
0017| as indicated, for the purposes specified. Unless otherwise
|
0018| indicated, the appropriations may be expended in fiscal years
|
0019| 1998 and 1999. Unless otherwise indicated, unexpended or
|
0020| unencumbered balances of the appropriations remaining at the
|
0021| end of fiscal year 1999 shall revert to the appropriate fund:
|
0022| A. thirty thousand dollars ($30,000) is
|
0023| appropriated to the local government division of the
|
0024| department of finance and administration for expenditure in
|
0025| fiscal year 1999 for the village of Tularosa youth program;
|

0001| B. one million two hundred thousand dollars
|
0002| ($1,200,000) is appropriated from the general fund to the
|
0003| children, youth and families department for expenditure in
|
0004| fiscal year 1999 for contractual services for prevention and
|
0005| intervention services;
|
0006| C. five million five hundred thousand dollars
|
0007| ($5,500,000) is appropriated from the general fund to the
|
0008| income support division of the human services department for
|
0009| expenditure in fiscal year 1999 for expenses related to the
|
0010| general assistance program;
|
0011| D. four million four hundred thousand dollars
|
0012| ($4,400,000) of the distribution of the land grant permanent
|
0013| funds of which the penitentiary of New Mexico is the
|
0014| beneficiary is appropriated to the corrections department for
|
0015| expenditure in fiscal year 1999 for operations of the
|
0016| penitentiary of New Mexico;
|
0017| E. one million three hundred eighty-five thousand
|
0018| two hundred dollars ($1,385,200) is appropriated from the
|
0019| general fund and two million sixty-seven thousand three
|
0020| hundred dollars ($2,067,300) is appropriated from the state
|
0021| road fund to the motor transportation division of the taxation
|
0022| and revenue department for expenditure in fiscal year 1999 to
|
0023| support costs related to motor transportation enforcement
|
0024| officers;
|
0025| F. five hundred thousand dollars ($500,000) is
|

0001| appropriated from the general fund to the property control
|
0002| division of the general services department for expenditure in
|
0003| fiscal year 1999 for personal services, employee benefits and
|
0004| other related expenses;
|
0005| G. one million seven hundred thousand dollars
|
0006| ($1,700,000) is appropriated from other state funds, including
|
0007| the county-supported medicaid fund, to the department of
|
0008| health for expenditure in fiscal year 1999 for costs related
|
0009| to support of primary care facilities, contracts and other
|
0010| expenses;
|
0011| H. two hundred thousand dollars ($200,000) of
|
0012| operating transfers is appropriated to the office on
|
0013| information and communication management for expenditure in
|
0014| fiscal year 1999 for contractual services for strategic
|
0015| planning;
|
0016| I. three hundred eighty thousand dollars
|
0017| ($380,000) is appropriated from the general fund to the
|
0018| economic development department for costs related to
|
0019| development, promotion and planning of the spaceport;
|
0020| J. six hundred forty-two thousand dollars
|
0021| ($642,000) is appropriated from the general fund to the
|
0022| department of public safety for expenditure in fiscal year
|
0023| 1999 for support of nineteen full-time equivalent positions;
|
0024| K. one million four hundred thousand dollars
|
0025| ($1,400,000) from the land grant permanent funds and six
|

0001| hundred thousand dollars ($600,000) from the severance tax
|
0002| permanent fund is appropriated to the state investment office
|
0003| for expenditure in fiscal year 1999 for investment management
|
0004| and other fees;
|
0005| L. in addition to amounts authorized in Laws 1998,
|
0006| Chapter 116, the secretary of finance and administration may
|
0007| transfer five hundred thousand dollars ($500,000) from the
|
0008| general fund operating reserve to the state board of finance
|
0009| emergency fund;
|
0010| M. the unexpended or unencumbered balance of the
|
0011| appropriation to the commission on higher education in Laws
|
0012| 1997, Chapter 206, Section 2 for feasibility studies and
|
0013| implementation of a prepaid tuition program shall not revert
|
0014| at the end of fiscal year 1998 but may be expended for the
|
0015| purposes of that section in fiscal year 1999;
|
0016| N. the following amounts are appropriated from the
|
0017| general fund to the legislative council service for
|
0018| expenditure in fiscal year 1999 for the following purposes:
|
0019| (1) one hundred seventy-five thousand dollars
|
0020| ($175,000) for phase three of the block boundary suggestion
|
0021| project in preparation for redistricting after the next
|
0022| federal decennial census;
|
0023| (2) three hundred sixty thousand dollars
|
0024| ($360,000) for legislative retirement; and
|
0025| (3) two hundred fifty-three thousand dollars
|

0001| ($253,000) for a year 2000 compliant data system and other
|
0002| data processing needs;
|
0003| O. eight hundred eighty-six thousand dollars
|
0004| ($886,000) from the general fund and two hundred seventy-four
|
0005| thousand dollars ($274,000) from legislative council service
|
0006| cash balances are appropriated to the legislative council
|
0007| service for expenditure in fiscal year 1999 for interim
|
0008| expenses, including a leadership staff pilot project conducted
|
0009| under the aegis of the legislative council service;
|
0010| P. five hundred thousand dollars ($500,000) is
|
0011| appropriated from the general fund to the administrative
|
0012| office of the courts for expenditure in fiscal year 1999 to
|
0013| provide funding for existing drug courts in the judicial
|
0014| districts;
|
0015| Q. one million dollars ($1,000,000) is
|
0016| appropriated from the general fund to the department of
|
0017| finance and administration for transfer to the New Mexico
|
0018| mortgage finance authority for weatherization programs;
|
0019| R. one hundred fifty thousand dollars ($150,000)
|
0020| is appropriated from the general fund to the criminal and
|
0021| juvenile justice coordinating council for expenditure in
|
0022| fiscal year 1999 for contractual services; provided that this
|
0023| appropriation is contingent on the council submitting to the
|
0024| governor and the department of finance and administration a
|
0025| long-range plan for the agency that provides specific
|

0001| information of its future activities and its goals and
|
0002| objectives;
|
0003| S. thirty thousand dollars ($30,000) is
|
0004| appropriated from the general fund to the governor's office
|
0005| for expenditure in fiscal year 1999 for contingency costs;
|
0006| T. eight million six hundred thousand dollars
|
0007| ($8,600,000) is appropriated from the general fund operating
|
0008| reserve to the economic development department for expenditure
|
0009| in fiscal year 1999 and subsequent fiscal years to provide
|
0010| matching funds not to exceed ten percent of the costs of
|
0011| designing and constructing roads, runways and other
|
0012| infrastructure for a southwest regional spaceport when New
|
0013| Mexico has been designated as the site for reusable aerospace
|
0014| launch vehicles; provided that disbursement of any amount of
|
0015| this appropriation is contingent on certification by the
|
0016| secretary of finance and administration and notification to
|
0017| the legislative finance committee that:
|
0018| (1) the disbursement represents not more than
|
0019| ten percent of the proposed expenditure;
|
0020| (2) a matching amount from sources other than
|
0021| the state equal to at least ninety percent of the proposed
|
0022| expenditure is available within twelve months of the
|
0023| disbursement and that the contracts for the proposed design or
|
0024| construction are pending and can be executed upon receipt of
|
0025| the money; and
|

0001| (3) spaceport headquarters have been or will
|
0002| be established in Albuquerque;
|
0003| U. four hundred thousand dollars ($400,000) is
|
0004| appropriated from the general fund to the human services
|
0005| department for expenditure in fiscal year 1999 for transfer to
|
0006| the New Mexico mortgage finance authority to provide services
|
0007| to homeless programs statewide;
|
0008| V. the following amounts are appropriated from the
|
0009| general fund to the department of health for expenditure in
|
0010| fiscal year 1999 for the following purposes:
|
0011| (1) six hundred fifty thousand dollars
|
0012| ($650,000) for HIV/AIDS medications and treatments;
|
0013| (2) one million dollars ($1,000,000) for
|
0014| early intervention for developmentally disabled;
|
0015| (3) one million dollars ($1,000,000) for
|
0016| health services for children not eligible for medicaid;
|
0017| (4) one million dollars ($1,000,000) to carry
|
0018| out the purposes of the Rural Primary Health Care Act; and
|
0019| (5) six hundred thousand dollars ($600,000)
|
0020| for children's health initiatives in the public health
|
0021| division;
|
0022| W. four hundred eighty-two thousand five hundred
|
0023| dollars ($482,500) is appropriated from the general fund to
|
0024| the health policy commission for expenditure in fiscal year
|
0025| 1999 for contractual services;
|

0001| X. the following amounts are appropriated from the
|
0002| general fund to the children, youth and families department
|
0003| for expenditure in fiscal year 1999 for the following
|
0004| purposes:
|
0005| (1) five hundred thousand dollars ($500,000)
|
0006| for families in need of services;
|
0007| (2) one hundred eighty-five thousand dollars
|
0008| ($185,000) for adult protective services; and
|
0009| (3) one hundred thirty-five thousand dollars
|
0010| ($135,000) for attendant care services;
|
0011| Y. sixty thousand dollars ($60,000) is
|
0012| appropriated from the general fund to the crime victims
|
0013| reparation commission for expenditure in fiscal year 1999 for
|
0014| a statewide legal help line for victims of domestic violence;
|
0015| Z. the following amounts are appropriated from the
|
0016| general fund to the state department of public education for
|
0017| expenditure in fiscal year 1999 for the following purposes:
|
0018| (1) seven hundred fifty thousand dollars
|
0019| ($750,000) to provide the match for the computer in the
|
0020| schools program; and
|
0021| (2) seven hundred fifty thousand dollars
|
0022| ($750,000) for statewide dropout prevention programs.
|
0023| AA. one hundred fifty thousand dollars ($150,000)
|
0024| is appropriated from the general fund to the commission on
|
0025| higher education for expenditure in fiscal year 1999 for the
|

0001| advanced placement program; and
|
0002| BB. eighty-five thousand dollars ($85,000) is
|
0003| appropriated from the general fund to the board of regents of
|
0004| New Mexico state university to carry out the provisions of the
|
0005| Noxious Weed Management Act.
|
0006| Section 2. SUPPLEMENTAL AND DEFICIENCY APPROPRIATIONS.--
|
0007| The following amounts are appropriated from the general fund,
|
0008| or other funds as indicated, for expenditure in fiscal year
|
0009| 1998 for the purposes specified. Disbursement of these
|
0010| amounts shall be subject to the following conditions:
|
0011| certification by the agency to the department of finance and
|
0012| administration and the legislative finance committee that no
|
0013| other funds are available in fiscal year 1998 for the purpose
|
0014| specified. Any unexpended or unencumbered balances remaining
|
0015| at the end of fiscal year 1998 shall revert to the appropriate
|
0016| fund:
|
0017| A. one hundred ninety-three thousand two hundred
|
0018| dollars ($193,200) is appropriated to the supreme court for
|
0019| litigation costs;
|
0020| B. twenty-eight thousand dollars ($28,000) is
|
0021| appropriated to the supreme court building commission for
|
0022| maintenance and repairs;
|
0023| C. thirty-seven thousand five hundred dollars
|
0024| ($37,500) is appropriated to the third judicial district court
|
0025| to repay a board of finance division loan for water rights
|

0001| litigation;
|
0002| D. five thousand four hundred dollars ($5,400) is
|
0003| appropriated to the fifth judicial district court for judge
|
0004| pro tempore services rendered in fiscal year 1997 in the
|
0005| State v. Lewis water adjudication suit;
|
0006| E. forty-five thousand four hundred dollars
|
0007| ($45,400) is appropriated to the third judicial district
|
0008| attorney for employee liability insurance and bar association
|
0009| dues;
|
0010| F. twenty-three thousand one hundred dollars
|
0011| ($23,100) is appropriated to the ninth judicial district
|
0012| attorney for litigation costs in the prosecution of a conflict
|
0013| case for the fifth judicial district attorney;
|
0014| G. eight thousand seven hundred dollars ($8,700)
|
0015| is appropriated to the twelfth judicial district attorney for
|
0016| expert witness fees;
|
0017| H. eighty-eight thousand dollars ($88,000) is
|
0018| appropriated to the attorney general for the guardianship
|
0019| services program;
|
0020| I. one hundred fifty thousand dollars ($150,000)
|
0021| is appropriated to the general services department for the
|
0022| required match of procurement assistance federal funds in
|
0023| fiscal years 1996, 1997 and 1998;
|
0024| J. thirty thousand dollars ($30,000) is
|
0025| appropriated to the state treasurer for personal services and
|

0001| employee benefits;
|
0002| K. one hundred thousand dollars ($100,000) is
|
0003| appropriated to the state corporation commission for costs
|
0004| associated with telecommunications rulemaking and rate
|
0005| setting;
|
0006| L. three million seven hundred thousand dollars
|
0007| ($3,700,000) is appropriated to the corrections department for
|
0008| costs associated with leasing bed space;
|
0009| M. one hundred thirty-one thousand nine hundred
|
0010| dollars ($131,900) is appropriated to the New Mexico military
|
0011| institute for the Saunders barracks phase two construction
|
0012| project; and
|
0013| N. five hundred eighty thousand dollars ($580,000)
|
0014| is appropriated from the general fund to the secretary of
|
0015| state to defray costs of the special congressional election.
|
0016| Section 3. JURY AND WITNESS FEE FUND--APPROPRIATION.--
|
0017| A. Six hundred thousand dollars ($600,000) is
|
0018| appropriated from the general fund to the jury and witness fee
|
0019| fund for expenditure in fiscal year 1998 and subsequent fiscal
|
0020| years to carry out the purposes of the fund. The
|
0021| administrative office of the courts may also expend the cash
|
0022| balances in the fund as of May 1, 1998 in fiscal year 1998 and
|
0023| subsequent fiscal years to carry out the purposes of the fund.
|
0024| Money in the fund shall not be used to repay the fiscal year
|
0025| 1998 state board of finance loan.
|

0001| B. Four hundred thousand dollars ($400,000) is
|
0002| appropriated from the general fund to the jury and witness fee
|
0003| fund for expenditure in fiscal year 1999 and subsequent fiscal
|
0004| years to carry out the purposes of the fund.
|
0005| C. Six hundred thousand dollars ($600,000) is
|
0006| appropriated from the general fund to the department of
|
0007| finance and administration for expenditure in fiscal year 1999
|
0008| and subsequent fiscal years as a contingency fund to pay
|
0009| unanticipated costs of the jury and witness fee fund when the
|
0010| director of the administrative office of the courts certifies
|
0011| to the secretary of finance and administration that there is
|
0012| not enough money in the jury and witness fee fund to pay
|
0013| current and projected commitments.
|
0014| Section 4. SPECIAL SESSION--APPROPRIATION.--
|
0015| A. The following amounts are appropriated from the
|
0016| legislative council service cash balances for expenditure in
|
0017| fiscal year 1998 for the following expenses of the first
|
0018| special session of the forty-third legislature:
|
0019| (1) for the expense of the house of
|
0020| representatives, one hundred four thousand nine hundred
|
0021| dollars ($104,900) to be disbursed on vouchers signed by the
|
0022| speaker and the chief clerk of the house of representatives;
|
0023| (2) for the expense of the senate, fifty-
|
0024| seven thousand five hundred dollars ($57,500) to be disbursed
|
0025| on vouchers signed by the chairman of the committees'
|

0001| committee and the chief clerk of the senate; and
|
0002| (3) for the expense of the legislative
|
0003| council service, the joint billroom and the legislative
|
0004| switchboard, thirty-eight thousand dollars ($38,000) to be
|
0005| disbursed on vouchers signed by the director of the
|
0006| legislative council service or his authorized representative.
|
0007| B. Following adjournment of the first special
|
0008| session of the forty-third legislature, expenditures
|
0009| authorized in this section shall be disbursed on vouchers
|
0010| signed by the director of the legislative council service or
|
0011| his authorized representative.
|
0012| Section 5. COMPUTER SYSTEMS ENHANCEMENT FUND
|
0013| APPROPRIATIONS.--Eleven million three hundred seventy-seven
|
0014| thousand dollars ($11,377,000) is appropriated from the
|
0015| general fund to the computer systems enhancement fund for
|
0016| expenditure in fiscal years 1998 and 1999 for allocations
|
0017| pursuant to the appropriations in Section 6 of this act.
|
0018| Section 6. DATA PROCESSING APPROPRIATIONS.--The
|
0019| following amounts are appropriated from the computer systems
|
0020| enhancement fund, or other funds as indicated, for the
|
0021| purposes specified. Unless otherwise indicated, the
|
0022| appropriations may be expended in fiscal years 1998 and 1999.
|
0023| Unless otherwise indicated, any unexpended or unencumbered
|
0024| balances remaining at the end of fiscal year 1999 shall revert
|
0025| to the computer systems enhancement fund or other funds as
|

0001| indicated. The department of finance and administration shall
|
0002| allocate amounts from the funds for the purposes specified
|
0003| upon receiving certification and supporting documentation from
|
0004| the requesting agency that identifies benefits that can be
|
0005| quantified and nonrecurring costs and recurring costs for the
|
0006| development and implementation of the proposed system and, for
|
0007| executive agencies, upon receiving certification from the
|
0008| chief information officer that identifies compliance with the
|
0009| information architecture and individual information and
|
0010| communications systems plans. If the funds are to continue a
|
0011| project, the documentation shall include certification that
|
0012| the project is on schedule, all funds previously allocated
|
0013| have been properly expended and additional funds are required.
|
0014| The department of finance and administration shall provide a
|
0015| copy of the certification and all supporting documentation to
|
0016| the legislative finance committee:
|
0017| A. three hundred thousand dollars ($300,000) is
|
0018| appropriated to the administrative office of the district
|
0019| attorneys for computer and network equipment and software;
|
0020| B. two hundred thousand dollars ($200,000) is
|
0021| appropriated to the taxation and revenue department for
|
0022| personal computers;
|
0023| C. four hundred thousand dollars ($400,000) is
|
0024| appropriated to the department of finance and administration
|
0025| for completion of the agency information management system
|

0001| core modules and user agency training;
|
0002| D. one hundred twenty-five thousand dollars
|
0003| ($125,000) is appropriated to the department of finance and
|
0004| administration for the procurement reengineering project
|
0005| module for the agency information management system;
|
0006| E. four hundred thousand dollars ($400,000) is
|
0007| appropriated from information systems division fees to the
|
0008| general services department for mainframe software debugging
|
0009| tools, contingent upon state agencies funding these tools;
|
0010| F. three hundred seventy thousand dollars
|
0011| ($370,000) is appropriated from the educational retirement
|
0012| fund to the educational retirement board for a year-2000
|
0013| compliant server, software, hardware, data conversion and
|
0014| training;
|
0015| G. four hundred forty-five thousand dollars
|
0016| ($445,000) is appropriated from public defender cash balances
|
0017| to the public defender for computer equipment, software
|
0018| purchase and web page development;
|
0019| H. two hundred fifty thousand dollars ($250,000)
|
0020| is appropriated from the public employees retirement income
|
0021| fund to the public employees retirement association for an
|
0022| investment accounting system;
|
0023| I. fifty thousand dollars ($50,000) is
|
0024| appropriated to the state commission of public records for a
|
0025| server upgrade;
|

0001| J. two hundred thousand dollars ($200,000) is
|
0002| appropriated to the secretary of state for the voter
|
0003| registration requirements definition;
|
0004| K. six hundred thousand dollars ($600,000) is
|
0005| appropriated from cash balances in the regulation and
|
0006| licensing department to the regulation and licensing
|
0007| department for a year 2000 compliant boards and commission
|
0008| system;
|
0009| L. one hundred seventy-five thousand dollars
|
0010| ($175,000) is appropriated to the office of cultural affairs
|
0011| for the New Mexico cultural resource information system;
|
0012| M. one hundred twenty-five thousand dollars
|
0013| ($125,000) is appropriated to the office of cultural affairs
|
0014| for a file server at the state library;
|
0015| N. fourteen thousand dollars ($14,000) is
|
0016| appropriated from fee income and other revenue of the New
|
0017| Mexico livestock board to the New Mexico livestock board for
|
0018| one server, two work stations and database management
|
0019| software;
|
0020| O. five hundred thousand dollars ($500,000) is
|
0021| appropriated from the game protection fund to the department
|
0022| of game and fish for a client server and computer equipment
|
0023| for processing wildlife gaming license and citation
|
0024| information;
|
0025| P. seventy-five thousand dollars ($75,000) is
|

0001| appropriated to the energy, minerals and natural resources
|
0002| department for upgrading to a year 2000 compliant financial
|
0003| system;
|
0004| Q. six hundred twenty-five thousand dollars
|
0005| ($625,000) is appropriated to the state engineer for the water
|
0006| administration technical engineering resource system
|
0007| geographic information system component;
|
0008| R. seven hundred forty-six thousand dollars
|
0009| ($746,000) is appropriated to the state engineer for the water
|
0010| administration technical engineering resource system;
|
0011| S. one hundred thousand dollars ($100,000) is
|
0012| appropriated to the state engineer for geographic information
|
0013| systems;
|
0014| T. seventy thousand dollars ($70,000) is
|
0015| appropriated to the New Mexico public utility commission for
|
0016| year 2000 compliant hardware and software;
|
0017| U. forty thousand dollars ($40,000) is
|
0018| appropriated to the New Mexico public utility commission for
|
0019| personal computers in support of imaging requirements and the
|
0020| merger of the New Mexico public utility commission and the
|
0021| state corporation commission;
|
0022| V. three million dollars ($3,000,000) is
|
0023| appropriated to the human services department for the child
|
0024| support enforcement system;
|
0025| W. five hundred forty-six thousand dollars
|

|
0002| department fund and two million dollars ($2,000,000) is
|
0003| appropriated from federal revenue to the labor department for
|
0004| contractual services to ensure mission critical systems are
|
0005| year 2000 compliant;
|
0006| X. four hundred thousand dollars ($400,000) is
|
0007| appropriated to the department of health for an integrated
|
0008| public health information system;
|
0009| Y. one hundred thirty thousand dollars ($130,000)
|
0010| is appropriated to the New Mexico health policy commission for
|
0011| developing data standards and design requirements;
|
0012| Z. eight hundred sixteen thousand dollars
|
0013| ($816,000) is appropriated from the computer systems
|
0014| enhancement fund and eight hundred sixteen thousand dollars
|
0015| ($816,000) is appropriated from cash balances in the children,
|
0016| youth and families department to the children, youth and
|
0017| families department for incorporation of the juvenile justice
|
0018| functionality into the family automated client tracking
|
0019| system;
|
0020| AA. two million five hundred thousand dollars
|
0021| ($2,500,000) is appropriated to the corrections department for
|
0022| procurement of a year 2000 compliant criminal information
|
0023| management system, financial management system modules,
|
0024| network hardware and software and related information systems
|
0025| costs and contractual services;
|

0001| BB. nine hundred thousand dollars ($900,000) is
|
0002| appropriated to the department of public safety for computer-
|
0003| aided dispatch capability; and
|
0004| CC. four hundred thousand dollars ($400,000) is
|
0005| appropriated to the state department of public education for a
|
0006| year 2000 compliant comprehensive accountability system.
|
0007| Section 7. ADDITIONAL FISCAL YEAR 1998 BUDGET ADJUSTMENT
|
0008| AUTHORITY.--During fiscal year 1998, subject to review and
|
0009| approval by the department of finance and administration, in
|
0010| addition to the budget adjustment authority granted in Laws
|
0011| 1997, Chapter 33, Section 10 and pursuant to Sections 6-3-23
|
0012| through 6-3-25 NMSA 1978:
|
0013| A. the seventh judicial district attorney may
|
0014| request that nineteen thousand seven hundred dollars ($19,700)
|
0015| be transferred from the personal services category to the
|
0016| operating costs category for expert witness fees;
|
0017| B. the eighth judicial district attorney may
|
0018| request that twenty-eight thousand two hundred dollars
|

0012| Section 8. BUDGET ADJUSTMENT REQUESTS AUTHORIZED.--
|
0013| A. As used in this section:
|
0014| (1) "budget category" means an item or an
|
0015| aggregation of related items that represents the object of an
|
0016| appropriation. Budget categories include personal services,
|
0017| employee benefits, travel, maintenance and repairs, supplies
|
0018| and materials, contractual services, operating costs, other
|
0019| costs, capital outlay, out-of-state travel and other financing
|
0020| uses;
|
0021| (2) "budget increase" means an approved
|
0022| increase in expenditures by an agency or division from a
|
0023| specific source;
|
0024| (3) "category transfer" means an approved
|
0025| transfer of funds from one budget category to another budget
|

0001| category;
|
0002| (4) "division" means an organizational unit
|
0003| within an agency that is the recipient of an appropriation;
|
0004| (5) "division transfer" means an approved
|
0005| transfer of funds from one division of an agency to another
|
0006| division of that agency; provided that the annual cumulative
|
0007| effect of division transfers shall not increase or decrease
|
0008| the appropriation to a division by more than seven and one-
|
0009| half percent;
|
0010| (6) "program" means a set of activities
|
0011| undertaken in accordance with a plan of action and organized
|
0012| to realize clearly defined, measurable goals and objectives;
|
0013| and
|
0014| (7) "subprogram" means a more narrowly
|
0015| defined part of a set of activities undertaken in accordance
|
0016| with a plan of action and organized to realize clearly
|
0017| defined, measurable goals and objectives.
|
0018| B. Pursuant to Sections 6-3-23 through 6-3-25 NMSA
|
0019| 1978, the following agencies or divisions are specifically
|
0020| authorized to request the specified budget adjustments during
|
0021| fiscal year 1999:
