0011| REQUESTING THE CITY OF ALBUQUERQUE AND BERNALILLO COUNTY TO

0012| WORK COOPERATIVELY AND ESTABLISH THE NECESSARY JOINT POWERS

0013| AGREEMENT TO MEET THE NEEDS OF THE ATRISCO AND FIVE POINTS
|

0016| WHEREAS, in the 1960s and 1970s the city of Albuquerque
|
0017| made various annexations into the Atrisco and the Five Points
|
0018| area of the unincorporated area of the south valley in
|
0019| Bernalillo county; and
|
0020| WHEREAS, these annexations did not respond to the true
|
0021| needs of those communities; and
|
0022| WHEREAS, the city of Albuquerque annexed a road that
|
0023| originates at city limits and ends in established commercial
|
0024| zones within the unincorporated area of Atrisco and Five
|
0025| Points; and
|

0001| WHEREAS, valuable tax bases were converted overnight from
|
0002| Bernalillo county to the city of Albuquerque so that the
|
0003| county residents did not receive this revenue; and
|
0004| WHEREAS, New Mexico citizens in the Atrisco and the Five
|
0005| Points areas have had to grapple with faulty 911 responses to
|
0006| fire and police emergencies; and
|
0007| WHEREAS, there is much need in these annexed areas as
|
0008| well as in areas bordering Bernalillo county for improved
|
0009| infrastructure, social programs, recreational programs,
|
0010| cultural programs and educational programs that neither the
|
0011| city of Albuquerque nor Bernalillo county have addressed;
|
0012| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
|
0013| REPRESENTATIVES OF THE STATE OF NEW MEXICO that the city of
|
0014| Albuquerque and Bernalillo county be encouraged to work in
|
0015| tandem to establish a multiservice center in the Atrisco and
|
0016| Five Points area for the community, including youth and senior
|
0017| citizens; and
|
0018| BE IT FURTHER RESOLVED that the city of Albuquerque and
|
0019| Bernalillo county be encouraged to establish a joint powers
|
0020| agreement to resolve the needs of the Atrisco and Five Points
|
0021| areas, including storm drain systems, road improvements and a
|
0022| coordinated emergency response system; and
|
0023| BE IT FURTHER RESOLVED that the city of Albuquerque and
|
0024| Bernalillo county submit a report to the legislature by
|
0025| November 15, 1998; and
|

0001| BE IT FURTHER RESOLVED that copies of this memorial be

0002| submitted to the city of Albuquerque and Bernalillo county.
