0011|     ACKNOWLEDGING THE INVOLVEMENT OF ACEQUIAS IN THE WATER HISTORY
    |
0012|     OF NEW MEXICO AND REQUESTING WATER-FOCUSED AGENCIES AND THE
    |
0013|     LEGISLATURE TO APPOINT ACEQUIA REPRESENTATIVES TO STUDY GROUPS
    |
0014|     AND TASK GROUPS CONSIDERING WATER ISSUES.

0016|          WHEREAS, water and its use, ownership, development and
    |
0017|     protection are of vital interest to all New Mexicans; and
    |
0018|          WHEREAS, acequias have naturally attended to issues of
    |
0019|     water and its protection throughout the state and its history;
    |
0020|     and 
    |
0021|          WHEREAS, acequias have contributed to New Mexico's
    |
0022|     agrarian and rural qualities of society and culture through
    |
0023|     their shared and established use of water facilities for
    |
0024|     agricultural purposes; and 
    |
0025|          WHEREAS, the enduring activities of acequias in the
    |

0001|     development, use and communal operation and administration of
    |
0002|     water facilities to access entitled water rights should be
    |
0003|     recognized and valued; and    
    |
0004|          WHEREAS, the lasting and established interests of
    |
0005|     acequias in New Mexico should be included and considered in
    |
0006|     discussions, studies and planning activities for water use and
    |
0007|     ownership in the future;
    |
0008|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0009|     STATE OF NEW MEXICO that water-focused executive agencies and
    |
0010|     the legislature be requested to appoint or include members of
    |
0011|     acequias to any task group or study group established to
    |
0012|     address water issues; and 
    |
0013|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0014|     transmitted to the governor, the state engineer, the
    |
0015|     interstate stream commission, the energy, minerals and natural
    |
0016|     resources department, the commissioner of public lands and the
    |
0017|     New Mexico legislative council.
