0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0016|          Section 1.  APPROPRIATION.--Fifty thousand dollars
    |
0017|     ($50,000) is appropriated from the general fund to the state
    |
0018|     highway and transportation department for expenditure in
    |
0019|     fiscal year 1999 for the purpose of acquiring rights-of-way
    |
0020|     and conducting environmental and archaeological studies for
    |
0021|     the East Mesa loop connecting U.S. highway 70 with interstate
    |
0022|     10 at the Mesquite interchange in Dona Ana county.  Any
    |
0023|     unexpended or unencumbered balance remaining at the end of
    |
0024|     fiscal year 1999 shall revert to the general fund.
