FOR A GLOBAL RESOURCE CENTER AT WESTERN NEW MEXICO UNIVERSITY IN
SILVER CITY IN GRANT COUNTY.

     I request that the following capital outlay project be
funded:

                    to the board of regents of western New Mexico
          university:
          
                    one million five hundred thousand dollars ($1,500,000)
          to build and equip the global resource center, which
          will provide consulting services to help develop
          international trade through rural development

          strategies, at western New Mexico university in Silver
          City in Grant county.
