SENATE CAPITAL OUTLAY REQUEST 409
STATE OF NEW MEXICO

FOR CAPITAL PROJECTS IN SENATE DISTRICT 8.
I request that the following capital outlay projects be
funded:
to the state department of public education:
A. thirty-six thousand dollars ($36,000) to remodel
the elementary school in Capitan in Lincoln county;
B. fifty thousand dollars ($50,000) to renovate the
Traylor gymnasium at Capitan schools in Lincoln county; and

C. thirty-two thousand dollars ($32,000) for a student
activity vehicle for Capitan schools in Lincoln county;
to the department of environment:
A. twenty-five thousand dollars ($25,000) for a study
of the water and sewer systems for constructing improvements in
Santa Rosa in Guadalupe county; and
B. one hundred fifty thousand dollars ($150,000) for
improvements to the La Loma community water system in Anton Chico
in Guadalupe county;
to the local government division of the department of
finance and administration:
A. twenty-five thousand dollars ($25,000) for a master
plan for constructing improvements to the parks in Santa Rosa in
Guadalupe county;
B. one hundred thousand dollars ($100,000) for
improvements to the south facility in Santa Rosa in Guadalupe
county;
C. one hundred seventy-nine thousand seven hundred

dollars ($179,700) for sidewalks from River road to the senior
center in Santa Rosa in Guadalupe county;
D. one hundred fifty thousand dollars ($150,000) for a
swimming pool for La Loma in Anton Chico in Guadalupe county;
E. one hundred thousand dollars ($100,000) to enlarge
the fire department facility and purchase radio equipment in
Anton Chico in Guadalupe county;
F. one hundred thousand dollars ($100,000) for an
addition to the Guadalupe county health services facility; and
G. one hundred fifty thousand dollars ($150,000) for
equipment replacement at KANW-FM radio station;
to the office of the state engineer:
two hundred fifty thousand dollars ($250,000) for
improvements to the acequia del Hormigoso in Anton
Chico in Guadalupe county;
to the state highway and transportation department:
A. four hundred thousand dollars ($400,000) for north

side street improvements in Santa Rosa in Guadalupe county; and
B. one hundred fifteen thousand dollars ($115,000) to
acquire land and construct a storm drain on River road in Santa
Rosa in Guadalupe county;
to the state agency on aging:
sixteen thousand four hundred fifty dollars ($16,450)
for improvements to the senior center parking lot in
Santa Rosa in Guadalupe county;
to the board of regents of eastern New Mexico
university:
A. fifty-three thousand dollars ($53,000) for
educational technology for eastern New Mexico university's
Ruidoso instruction center;
B. one hundred thousand dollars ($100,000) to
construct and equip a new library for eastern New Mexico
university's Ruidoso instruction center; and
C. two hundred fifty thousand dollars ($250,000) to
plan, design and construct two classrooms equipped with

educational technology at eastern New Mexico university's Ruidoso
instruction center.
REAUTHORIZATION; EXPANDING THE PURPOSE AND EXTENDING THE
EXPENDITURE PERIOD OF A GENERAL FUND APPROPRIATION FOR A YOUTH
COMPLEX IN RUIDOSO IN LINCOLN COUNTY.
The balance of the proceeds from the general fund
appropriation made pursuant to Subsection LL of Section 21 of
Chapter 4 of Laws 1996 (1st S.S.) for a youth center in Ruidoso
is reauthorized and appropriated to the local government division
of the department of finance and administration and may be
expended to design and construct the youth center complex in
Ruidoso, including fields, restrooms, concession stands, a
recreation center, an aquatic center and other facilities related
to the project in Lincoln county. The period of time for
expenditure shall be extended through fiscal year 1999. Any
unexpended or unencumbered balance remaining at the end of fiscal
year 1999 shall revert to the general fund.
