TO COMPLETE PHASE THREE OF EXPANDING THE FOOTBALL STADIUM AT THE
UNIVERSITY OF NEW MEXICO IN BERNALILLO COUNTY.

     I request that the following capital outlay project be funded:

                    to the board of regents of the university of New Mexico:

                    twelve million dollars ($12,000,000) for the purpose of completing phase three
          of the renovation and expansion of the football stadium at the university of New
          Mexico in Bernalillo county.  This appropriation is contingent upon the university
          of New Mexico providing matching funds in the amount of four million dollars
          ($4,000,000).
