0011|     MAKING AN APPROPRIATION FOR THE WASTE MANAGEMENT EDUCATION AND

0012|     RESEARCH CONSORTIUM.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  APPROPRIATION.--Four hundred fifty thousand
    |
0016|     dollars ($450,000) is appropriated from the general fund to
    |
0017|     the board of regents of New Mexico state university for
    |
0018|     expenditure in fiscal year 1999 for the purpose of creating a
    |
0019|     testing, verification and ranking system for the selection and
    |
0020|     application of new technology for the reduction, remediation
    |
0021|     and prevention of nitrate contamination in groundwater by the
    |
0022|     waste management education and research consortium
    |
0023|     administratively located at New Mexico state university.  Any
    |
0024|     unexpended or unencumbered balance remaining at the end of
    |
0025|     fiscal year 1999 shall revert to the general fund.
