0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0017|          Section 1.  APPROPRIATION.--One hundred twenty-three
    |
0018|     thousand four hundred dollars ($123,400) is appropriated from
    |
0019|     the general fund to the board of regents of New Mexico
    |
0020|     highlands university for expenditure in fiscal year 1999 for
    |
0021|     the purpose of hiring support personnel, reproducing needed
    |
0022|     materials and related expenses to administer the new four
    |
0023|     skills examination, prueba de espa¤ol para la certificacion
    |
0024|     bilingue, for bilingual endorsement to certify proficiency in
    |
0025|     the Spanish language.  Any unexpended or unencumbered balance
    |
