0011|     MAKING AN APPROPRIATION FOR A COMPREHENSIVE STATEWIDE DWI

0012|     STUDY.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  APPROPRIATION.--
    |
0016|               A.  Eighty-five thousand dollars ($85,000) is
    |
0017|     appropriated from the general fund to the department of public
    |
0018|     safety for expenditure in fiscal year 1999 to contract for a
    |
0019|     comprehensive statewide study of DWI in New Mexico.  Any
    |
0020|     unexpended or unencumbered balance remaining at the end of
    |
0021|     fiscal year 1999 shall revert to the general fund.
    |
0022|               B.  The comprehensive study shall seek to determine
    |
0023|     the point of sale of alcoholic beverages consumed immediately
    |
0024|     prior to arrest for DWI.  For purposes of the study, the point
    |
0025|     of sale shall be classified by the types of sellers and
    |

0001|     locations of sale of alcoholic beverages, such as convenience
    |
0002|     stores, grocery stores, restaurants, bars, package stores and
    |
0003|     drive-up windows. 
    |
0004|               C.  The findings and recommendations from the
    |
0005|     comprehensive statewide DWI study shall be reported to the
    |
0006|     first session of the forty-fifth legislature.
