0013| LOANS FROM THE PUBLIC PROJECT REVOLVING FUND FOR CERTAIN

0014| PUBLIC PROJECTS; DECLARING AN EMERGENCY.

0016| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0017| Section 1. PUBLIC PROJECT REVOLVING FUND LOAN--
|
0018| REVOCATION OF LEGISLATIVE AUTHORIZATION.--The legislative
|
0019| authorization granted to the New Mexico finance authority,
|
0020| pursuant to the provisions of Section 6-21-6 NMSA 1978, to
|
0021| make loans from the public project revolving fund is revoked
|
0022| with respect to the following qualified entities for the
|
0023| specified public projects:
|
0024| A. McKinley county for a public building project
|
0025| as specified in Subsection D of Section 1 of Chapter 187 of
|

|
0002| B. the city of Rio Rancho for a public safety
|
0003| building project as specified in Subsection Q of Section 1 of
|
0004| Chapter 187 of Laws 1995;
|
0005| C. the city of Las Cruces for a building project
|
0006| as specified in Subsection W of Section 1 of Chapter 187 of
|
0007| Laws 1995;
|
0008| D. the village of Capitan for a water project as
|
0009| specified in Subsection X of Section 1 of Chapter 187 of Laws
|
0010| 1995;
|
0011| E. Santa Fe county for a recreational facility
|
0012| project, a detention facility project and a solid waste
|
0013| project as specified in Subsection B of Section 1 of Chapter 8
|
0014| of Laws 1996 (S.S.);
|
0015| F. McKinley county for a public health clinic
|
0016| project as specified in Subsection G of Section 1 of Chapter 8
|
0017| of Laws 1996 (S.S.);
|
0018| G. Valencia county for a solid waste project as
|
0019| specified in Subsection J of Section 1 of Chapter 8 of Laws
|
0020| 1996 (S.S.);
|
0021| H. the village of Columbus for a solid waste
|
0022| project as specified in Subsection M of Section 1 of Chapter 8
|
0023| of Laws 1996 (S.S.);
|
0024| I. the city of Raton for a solid waste project as
|
0025| specified in Subsection P of Section 1 of Chapter 8 of Laws
|

0002| J. the town of Hagerman to purchase water rights
|
0003| as specified in Subsection Z of Section 1 of Chapter 8 of Laws

0005| K. New Mexico state university for a center for

0006| sustainable development of arid lands as specified in
|
0007| Subsection BB of Section 1 of Chapter 8 of Laws 1996 (S.S.);

0008| L. the city of Rio Rancho for a youth complex as
|
0009| specified in Subsection CC of Section 1 of Chapter 8 of Laws
|
0010| 1996 (S.S.); and
|
0011| M. the city of Rio Rancho for a wastewater project
|
0012| as specified in Subsection H of Section 1 of Chapter 166 of
|
0013| Laws 1997.
|
0014| Section 2. EMERGENCY.--It is necessary for the public
|
0015| peace, health and safety that this act take effect
|
0016| immediately.
