0011| RELATING TO EDUCATION; PROVIDING FOR THE COORDINATION AND

0012| ADMINISTRATION OF EXTENDED LEARNING PROGRAMS BY THE COMMISSION

0013| ON HIGHER EDUCATION; MAKING APPROPRIATIONS.

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. OFFICE OF EXTENDED LEARNING CREATED--
|
0017| COMMISSION ON HIGHER EDUCATION--DUTIES.--
|
0018| A. The "office of extended learning" is created in
|
0019| the commission on higher education. The office of extended
|
0020| learning shall coordinate extended learning programs of the
|
0021| post-secondary educational institutions.
|
0022| B. The office of extended learning shall:
|
0023| (1) coordinate the provision of resources for
|
0024| extended learning services among public post-secondary
|
0025| institutions to ensure access, efficiency and accountability
|

0001| in the development and operation of extended learning
|
0002| programs;
|
0003| (2) coordinate and review the development of
|
0004| the technology-based extended learning delivery system that
|
0005| augments the existing infrastructure, avoids unnecessary
|
0006| duplication of and incompatibility with the existing system
|
0007| and provides statewide access to high quality extended
|
0008| learning;
|
0009| (3) develop accountability measures used by
|
0010| the post-secondary educational institutions to take place
|
0011| within two years that include:
|
0012| (a) delivery costs;
|
0013| (b) access;
|
0014| (c) market demand;
|
0015| (d) program quality and effectiveness;
|
0016| (e) public relations;
|
0017| (f) professional development;
|
0018| (g) technical reliability; and
|
0019| (h) student satisfaction;
|
0020| (4) collaborate with secondary schools in the
|
0021| development of extended learning education opportunities to
|
0022| students statewide;
|
0023| (5) encourage the participation, cooperation
|
0024| and collaboration of public educational institutions, private
|
0025| institutions and other public entities statewide to share
|

0001| resources and expertise in the development of a comprehensive
|
0002| and interconnected statewide extended learning system; and
|
0003| (6) make appropriate adjustments in the
|
0004| funding formula to accommodate a statewide extended learning
|
0005| system.
|
0006| Section 2. APPROPRIATION.--Three million six hundred
|
0007| thousand dollars ($3,600,000) is appropriated from the general
|
0008| fund to the commission on higher education for expenditure in
|
0009| fiscal year 1999 to be divided according to their costs among
|
0010| originating, transmitting and receiving institutions for
|
0011| extended learning services statewide. Any unexpended or
|
0012| unencumbered balance remaining at the end of fiscal year 1999
|
0013| shall revert to the general fund.
|
0014| Section 3. APPROPRIATION.--One hundred thousand dollars
|
0015| ($100,000) is appropriated from the general fund to the
|
0016| commission on higher education for expenditure in fiscal year
|
0017| 1999 for the purpose of establishing an office of and
|
0018| coordinating a statewide system of extended learning. Any
|
0019| unexpended or unencumbered balance remaining at the end of
|
0020| fiscal year 1999 shall revert to the general fund.
