0011| RELATING TO PUBLIC EMPLOYEES SALARIES; INCREASING CERTAIN
|
0012| SALARY LEVELS; MAKING APPROPRIATIONS.
|

0014| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0015| Section 1. APPROPRIATIONS--GENERAL FUND.--
|
0016| A. Seventy-eight million seven hundred fifty-three
|
0017| thousand nine hundred forty-nine dollars ($78,753,949) is
|
0018| appropriated from the general fund to the department of
|
0019| finance and administration for expenditure in fiscal year 1999
|
0020| for the purpose of providing salary increases to certain
|
0021| public employees as follows:
|
0022| (1) forty-one million eight hundred fifty-
|
0023| eight thousand four hundred dollars ($41,858,400) to be
|
0024| distributed through the state equalization guarantee
|
0025| distribution of the public school fund to provide an average
|

0001| six percent salary increase for certified instructors who
|
0002| provide direct instruction;
|
0003| (2) four million three hundred ninety-one
|
0004| thousand six hundred dollars ($4,391,600) to be distributed to
|
0005| the state equalization guarantee distribution of the public
|
0006| school fund to provide an average four percent salary increase
|
0007| for noncertified school employees and certified instructors
|
0008| who do not provide direct instruction;
|
0009| (3) seventeen million two hundred fifty-two
|
0010| thousand four hundred dollars ($17,252,400) to be distributed
|
0011| to the commission on higher education to provide an average
|
0012| four percent increase in the salaries of all state employees
|
0013| in post-secondary educational institutions and in vocational
|
0014| schools under their respective jurisdictions;
|
0015| (4) the following amounts to be distributed
|
0016| to state agencies in the executive branch of state government
|
0017| whose funds are derived substantially from the general fund to
|
0018| provide the following increases to exempt personnel:
|
0019| (a) seven hundred thirteen thousand
|
0020| eight hundred sixty-eight dollars ($713,868) for a two percent
|
0021| cost-of-living increase effective the first pay period after
|
0022| July 1, 1998; and
|
0023| (b) three hundred seventy-five thousand
|
0024| seven hundred twenty dollars ($375,720) to provide a two
|
0025| percent merit increase on the employee's anniversary date;

0001| (5) ten million eight hundred ninety-one
|
0002| thousand six hundred sixty-five dollars ($10,891,665) to
|
0003| provide a structural adjustment to the salary ranges of
|
0004| classified employees in agencies governed by the Personnel Act
|
0005| effective the first pay period after July 1, 1998 and to
|
0006| provide an average two percent of grade midpoint merit
|
0007| increase on the classified employee's anniversary date;
|
0008| (6) two hundred sixty-two thousand dollars
|
0009| ($262,000) to provide a two percent cost-of-living increase to
|
0010| legislative employees effective the first pay period after
|
0011| July 1, 1998 and an average two percent merit increase on the
|
0012| employee's anniversary date;
|
0013| (7) for judicial employees, as follows:
|
0014| (a) six hundred seventy-seven thousand
|
0015| four hundred twenty-five dollars ($677,425) to provide a two
|
0016| percent structural adjustment to the salary ranges of the
|
0017| judicial personnel and compensation plan effective the first
|
0018| pay period after July 1, 1998;
|
0019| (b) four hundred thirty-six thousand
|
0020| four hundred four dollars ($436,404) to provide an average
|
0021| two percent merit increase on the employee's anniversary date;
|
0022| and
|
0023| (c) five hundred nineteen thousand four
|
0024| hundred ninety-two dollars ($519,492) for a four percent
|
0025| salary increase for judges, child support hearing officers
|

0001| and special commissioners effective the first pay period after
|
0002| July 1, 1998;
|
0003| (8) for district attorney employees:
|
0004| (a) four hundred seventy-eight thousand
|
0005| nine hundred seventeen dollars ($478,917) for a two percent
|
0006| structural adjustment to the salary ranges of the district
|
0007| attorneys employee pay plan effective the first pay period
|
0008| after July 1, 1998; and
|
0009| (b) three hundred twenty-eight thousand
|
0010| two hundred fifty-eight dollars ($328,258) for an average two
|
0011| percent merit increase on the employee's anniversary date; and
|
0012| (9) for commissioned officers of the New
|
0013| Mexico state police division of the department of public
|
0014| safety:
|
0015| (a) three hundred seventy-one thousand
|
0016| dollars ($371,000) for a two percent structural adjustment to
|
0017| the salary ranges of the state police pay plan effective the
|
0018| first pay period after July 1, 1998; and
|
0019| (b) one hundred ninety-six thousand
|
0020| eight hundred dollars ($196,800) for an average two percent
|
0021| merit increase on the employee's anniversary date.
|
0022| B. Fifteen thousand dollars ($15,000) is
|
0023| appropriated from the general fund to the administrative
|
0024| office of the district attorneys for expenditure in fiscal
|
0025| year 1999 to contract with a private contractor to conduct a
|

0001| formal review of the district attorneys compensation plan.
|
0002| C. Any unexpended or unencumbered balance of the
|
0003| appropriations in this act remaining at the end of fiscal year
|
0004| 1999 shall revert to the general fund.
