Honorable President and Members of the Senate:

 

I have this day VETOED and am returning SENATE BILL 316, passed by the Forty-Third Legislature, Second Session, 1998.

 

Since 1963 the Albuquerque Metropolitan Flood Control Authority (AMAFCA) has carried out the valuable public purpose of designing and building a flood control system to protect the homeowners and businesses of the greater Albuquerque metropolitan area. This bill proposes to expand AMAFCA’s duties to include recreation and transportation.

 

This proposed expansion is an inappropriate dilution of AMAFCA’s core duties and an unnecessary duplication of recreation and transportation duties currently assumed by city and county governments and the private sector in the Albuquerque metropolitan area. In the future, if regional long-range recreation and transportation master plans justify this expansion of AMAFCA duties, it may be appropriate to reconsider such legislation.
