Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 251, passed by the Forty-Third Legislature, Second Session, 1998.

This legislation would have created a distance education task force involving the higher education community and the Department of Military Affairs. Although this legislation is well intentioned, its purpose can be accomplished through a cooperative effort by the Commission on Higher Education and other executive agencies. Secondly, I am required to veto a number of General Fund appropriation bills to restore the General Fund Operating Reserve to an acceptable level.
