HOUSE EXECUTIVE MESSAGE NO. 131

To the Honorable Speaker and Members of the House:
I have this day SIGNED HOUSE TAXATION AND REVENUE COMMITTEE SUBSTITUTE FOR HOUSE BILL 9, as amended, with emergency clause and certificates of correction, passed by the Forty-Third Legislature, Second Session, 1998, but have VETOED the following item or items:
1. On page 96, I have vetoed all of section 29, lines 2 through 20. These projects for the Department of Labor were authorized in Chapter 7, Laws of 1998 and are duplicated here.
2. On page 98, starting on line 7, I have vetoed all of section 33 through page 119, line 4. These items would have made General Fund appropriations for individual road projects. Although I have no particular objection to the projects named and I am generally in favor of highway improvements, I vetoed these appropriations because the overall level of General Fund spending authorized by this and other appropriation bills is excessive. The budget which I initially presented to the legislature established a minimum General Fund Operating Reserve requirement of $150 million. I will not approve spending which drives our reserves below this level.
3. On page 127, starting on line 19, I have vetoed all of section 49 through page 128, line 4. This reauthorization would supersede the reauthorization in Chapter 7, Laws of 1998 and would limit the departments ability to complete other necessary facility repairs and improvements at the Boys’ School. This reauthorization does not extend the expenditure period of the appropriation which would revert before the planned purpose could be completed.
