0011| REQUESTING THAT THE UNIVERSITY SYSTEM RECOGNIZE THE
|
0012| CONTRIBUTION TO UNDERGRADUATE EDUCATION MADE BY TEACHING
|
0013| ASSISTANTS AND RESEARCH ASSISTANTS.
|

0015| WHEREAS, the institutions of higher education in the state
|
0016| have many graduate students in a variety of programs; and
|
0017| WHEREAS, many of those graduate students are employed, by
|
0018| contract, with the university as teaching assistants or
|
0019| research assistants to provide tenured professors with
|
0020| assistance on academic projects, and to teach lower-level
|
0021| curricula to undergraduate students; and
|
0022| WHEREAS, these students are generally employed for the
|
0023| entire academic year for a salary of about eight thousand
|
0024| dollars ($8,000), making it difficult to obtain health
|
0025| insurance, at a time when many graduate students who are
|
0001| teaching assistants or research assistants are married and have
|
0002| families; and
|
0003| WHEREAS, the university does not include health benefits
|
0004| in any contractual agreements with these students, who provide
|
0005| the university a large savings by teaching classes that
|
0006| qualified faculty members would have to teach but for their
|
0007| presence, at a cost much, much greater to the university than
|
0008| an annual eight thousand dollar ($8,000) stipend;
|
0009| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
|
0010| OF NEW MEXICO that it support efforts to provide graduate
|
0011| students across the state who are either teaching assistants or
|
0012| research assistants at their respective institutions of higher
|
0013| education with health insurance benefits, either paid in full
|
0014| by the university or with some contribution toward the policy
|
0015| also made by those students; and
|
0016| BE IT FURTHER RESOLVED that the issue of health insurance
|
0017| benefits for graduate students who are teaching assistants or
|
0018| research assistants be reviewed by all institutions of higher
|
0019| education in the state who employ these students, and that the
|
0020| status of this issue be reported to the appropriate interim
|
0021| legislative committee no later than October 1, 1997; and
|
0022| BE IT FURTHER RESOLVED that copies of this memorial be
|
0023| sent to the presidents of the university of New Mexico, New
|
0024| Mexico state university, New Mexico institute of mining and
|
0025| technology, western New Mexico university, eastern New Mexico
|
0001| university and New Mexico highlands university.
