0011| REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO DIRECT THE

0012| LEGISLATIVE COUNCIL SERVICE TO STUDY ALTERNATIVE PROPOSALS TO

0013| BETTER MANAGE LEGISLATION INCLUDING PRE-FILING SYSTEMS, BILL

0014| INTRODUCTION LIMITS AND SCHEDULING OF BILL HEARINGS TO MORE

0015| EFFICIENTLY MANAGE THE LEGISLATIVE PROCESS.

0017| WHEREAS, a record number of bills, one thousand three
|
0018| hundred in the senate and one thousand three hundred ninety-one
|
0019| in the house, were introduced during the first session of the
|
0020| forty-third legislature; and
|
0021| WHEREAS, many states have procedural rules to streamline
|
0022| and expedite the consideration of legislative matters; and
|
0023| WHEREAS, these procedural rules include variations on pre-
|
0024| filing requirements, limitations on the number of bills each
|
0025| member can introduce and time limits for bill introductions and
|
0001| bill hearings; and
|
0002| WHEREAS, the legislature may wish to consider some of
|
0003| these mechanisms to assist in more effectively deliberating on
|
0004| the many complex issues that come before it;
|
0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0006| STATE OF NEW MEXICO that the legislative council service study
|
0007| alternative proposals to streamline the legislative process,
|
0008| including pre-filing systems, bill introduction and hearing
|
0009| limits and limitations on the number of bills a member may
|
0010| carry to improve the quality of laws in New Mexico and to make
|
0011| the legislative process more effective; and
|
0012| BE IT FURTHER RESOLVED that the legislative council
|
0013| service report its findings and recommendations to the New
|
0014| Mexico legislative council by December 1, 1997; and
|
0015| BE IT FURTHER RESOLVED that copies of this memorial be
|
0016| transmitted to the co-chairmen of the New Mexico legislative
|
0017| council and the director of the legislative council service.
