0011| REQUESTING THAT THE STATE DEPARTMENT OF PUBLIC EDUCATION, THE
|
0012| ATTORNEY GENERAL AND THE NEW MEXICO OFFICE OF INDIAN AFFAIRS
|
0013| WORK IN COOPERATION WITH POTENTIAL LANDMARK SCHOOLS TO STUDY
|
0014| ISSUES INVOLVED IN THE ESTABLISHMENT OF LANDMARK SCHOOLS.
|

|
0016| WHEREAS, it is in New Mexico's best interest to perpetuate
|
0017| its cultural and historic treasures through investment in their
|
0018| preservation and development; and
|
0019| WHEREAS, one of our most valuable state treasures is the
|
0020| rich cultural background stemming from New Mexico's Indian
|
0021| tribes and pueblos and the interface of Indian people with
|
0022| people of other cultures over the years; and
|
0023| WHEREAS, one way to recognize and support the ongoing
|
0024| contributions of these treasures to the state is to create
|
0025| "landmark schools"; and
|
0001| WHEREAS, the legislature proposes to authorize the
|
0002| creation of "landmark schools" as evidence of their significant
|
0003| cultural and historical contributions to the state; and
|
0004| WHEREAS, landmark schools could develop enrichment
|
0005| programs, including leadership development programs, to help
|
0006| produce future tribal and state leadership and to assure
|
0007| quality interaction between state and tribal officials to
|
0008| address and resolve issues of mutual concern; and
|
0009| WHEREAS, landmark school programs could include community-
|
0010| based programs defining issues essential to the quality of life
|
0011| on Indian reservations and pueblos, incorporating these issues
|
0012| into science, math and technology curricula and further
|
0013| developing native arts programs to teach both traditional and
|
0014| contemporary art, thus assuring the continued development of
|
0015| talented artists who can contribute to New Mexico's art-based
|
0016| culture; and
|
0017| WHEREAS, landmark schools could also provide language
|
0018| instructional programs recognizing that native language is
|
0019| essential to tribal, cultural and religious traditions; and
|
0020| WHEREAS, landmark schools would support and enhance the
|
0021| intergovernmental relationship between the state and tribal
|
0022| governments, but implementation of landmark schools requires
|
0023| that certain issues be identified and studied; and
|
0024| WHEREAS, some of these issues include state and federal
|
0025| funding issues; issues involving the relationships between a
|
0001| landmark school and the local school district in which it is
|
0002| located, the state board of education and local school
|
0003| districts from which the resident students come; issues
|
0004| involving academic standards to be maintained; and issues
|
0005| involving the governing structure of a landmark school;
|
0006| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0007| STATE OF NEW MEXICO that it request the state department of
|
0008| public education, the attorney general and the New Mexico
|
0009| office of Indian affairs, in cooperation with any potential
|
0010| landmark school, to work together to study the identified
|
0011| issues and any other issues involved in the establishment of a
|
0012| landmark school; and
|
0013| BE IT FURTHER RESOLVED that these entities report to the
|
0014| legislative education study committee and any other appropriate
|
0015| interim committee on their recommendations regarding landmark
|
0016| schools before the second session of the forty-third
|
0017| legislature; and
|
0018| BE IT FURTHER RESOLVED that copies of this memorial be
|
0019| transmitted to the director of the legislative education study
|
0020| committee staff, the superintendent of public instruction, the
|
0021| attorney general and the director of the New Mexico office of
|
0022| Indian affairs.
