0011| REQUESTING THE HUMAN SERVICES DEPARTMENT, DEPARTMENT OF HEALTH,

0012| LABOR DEPARTMENT AND CHILDREN, YOUTH AND FAMILIES DEPARTMENT

0013| AND THE NAVAJO NATION TO WORK TOGETHER TO CONDUCT A MORE
|
0014| EXTENSIVE REVIEW OF THE NEW MEXICO TEMPORARY ASSISTANCE FOR
|
0015| NEEDY FAMILIES PLAN TO ADDRESS THE ISSUES AND CONCERNS OF THE
|
0016| NAVAJO NATION.

0018| WHEREAS, access for New Mexicans to services in state
|
0019| agencies is a state priority; and
|
0020| WHEREAS, the Navajo Nation supports the state's temporary
|
0021| assistance for needy families plan that will consolidate the
|
0022| welfare programs in the state and simplify program
|
0023| administration and eligibility requirements for welfare
|
0024| recipients; and
|
0025| WHEREAS, the Navajo Nation has already requested the
|
0001| interested state agencies working on the temporary assistance
|
0002| for needy families plan to immediately address the concerns and
|
0003| issues of the Navajo Nation in reviewing the state plan; and
|
0004| WHEREAS, if the Navajo Nation decides to implement its own
|
0005| temporary assistance for needy families plan, pass-through
|
0006| funds and possibly additonal state funds will be required to
|
0007| operate the program;
|
0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0009| STATE OF NEW MEXICO that the human services department,
|
0010| department of health, labor department and children, youth and
|
0011| families department and the Navajo Nation begin immediately to
|
0012| work together to conduct an extensive review of the New Mexico
|
0013| temporary assistance for needy families plan and address the
|
0014| issues and concerns of the Navajo Nation; and
|
0015| BE IT FURTHER RESOLVED that the human services department,
|
0016| department of health, labor department and children, youth and
|
0017| families department work with the Navajo Nation to develop,
|
0018| within the provisions of the new welfare reform law, a plan
|
0019| that addresses geographic availability and service area
|
0020| capacity for welfare recipients; and
|
0021| BE IT FURTHER RESOLVED that the findings of this joint
|
0022| memorial be presented to the appropriate interim legislative
|
0023| committees by July 1, 1997; and
|
0024| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0025| transmitted to the secretaries of human services, health, labor
|
0001| and children, youth and families and to the president of the
|
0002| Navajo Nation.
