0011| REQUESTING THE STATE DEPARTMENT OF PUBLIC EDUCATION TO STUDY

0012| THE FEASIBILITY OF REQUIRING A SPECIFIED NUMBER OF PHYSICAL

0013| EDUCATION MINUTES IN THE SCHOOL DAY AND REQUIRING THAT EACH
|
0014| ELEMENTARY SCHOOL HAVE AN APPROPRIATE NUMBER OF PHYSICAL
|
0015| EDUCATION INSTRUCTORS IN EACH SCHOOL IN THE STATE.

0017| WHEREAS, enrollment in the state's elementary schools
|
0018| continues to grow; and
|
0019| WHEREAS, despite the growth in elementary school
|
0020| enrollment, few additional physical education instructors have
|
0021| been hired; and
|
0022| WHEREAS, much of the physical education instruction
|
0023| happening in the state's elementary schools is being done by
|
0024| classroom teachers and their assistants; and
|
0025| WHEREAS, physical education in the schools contributes to
|
0001| the mental and physical well-being of students; and
|
0002| WHEREAS, it is very important to instill the need for
|
0003| physical activity at an early age; and
|
0004| WHEREAS, research suggests that repetitive, rhythmic,
|
0005| patterned, large muscle movement has positive effects on the
|
0006| rate at which students, especially those with developmental
|
0007| delay, learn to read and write; and
|
0008| WHEREAS, the relationship between healthy human growth and
|
0009| physical activity is well documented; and
|
0010| WHEREAS, physical exercise is an important component in
|
0011| the growth of healthy tissue, organs and bones and lowers the
|
0012| risk of developing disease or disorders in children that may
|
0013| limit their functional capacity both physically and mentally;
|
0014| and
|
0015| WHEREAS, a teacher who allocates time for physical
|
0016| education instruction during the school day benefits the
|
0017| students and the classroom in that students are generally more
|
0018| attentive and willing to learn;
|
0019| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0020| STATE OF NEW MEXICO that the state department of public
|
0021| education study the feasibility of requiring a specified number
|
0022| of physical education minutes in the school day and requiring
|
0023| every elementary school in the state to have an appropriate
|
0024| number of physical education instructors; and
|
0025| BE IT FURTHER RESOLVED THAT copies of this memorial be
|
0001| transmitted to the superintendent of public instruction.
