0011| REQUESTING THE CONGRESS OF THE UNITED STATES TO FUND THE
|
0012| CONSTRUCTION OF THE NAVAJO COLLEGE CAMPUS IN SHIPROCK, NEW
|
0013| MEXICO.
|

0015| WHEREAS, the Navajo Community College was established and
|
0016| chartered by the Navajo Tribal Council in 1968 to provide
|
0017| educational opportunities to the Navajo people and others in
|
0018| areas important to the economic and social development of the
|
0019| Navajo Nation; and
|
0020| WHEREAS, the Navajo Community College was recognized by
|
0021| the United States Congress as the first Indian college through
|
0022| the Navajo Community College Act; and
|
0023| WHEREAS, the Shiprock Navajo Community College,
|
0024| established in 1972, is one of six satellite campuses and the
|
0025| largest branch campus of the Navajo Community College; and
|
0001| WHEREAS, in 1982 the Shiprock Navajo Community College
|
0002| leased the old Bureau of Indian Affairs elementary school
|
0003| facility, which was constructed in the late 1940s and closed in
|
0004| the 1970s; the Navajo Community College has been housed in
|
0005| these facilities on an annual use permit from the Bureau of
|
0006| Indian Affairs; and
|
0007| WHEREAS, in 1994, the Bureau of Indian Affairs conducted a
|
0008| life safety code survey and cited more than three hundred
|
0009| deficiencies and recommended immediate closure; some
|
0010| deficiencies that posed serious health and safety hazards to
|
0011| the students and faculty have been temporarily fixed, but many
|
0012| deficiencies still exist; and
|
0013| WHEREAS, the Shiprock Navajo Community College has
|
0014| enrollment of more than five hundred students per semester and
|
0015| the Shiprock agency population of forty-eight thousand can
|
0016| comfortably handle more than one thousand students if
|
0017| facilities were adequate, but the leased facility will not
|
0018| allow for the physical expansion that is necessary to address
|
0019| the enrollment and academic growth; and
|
0020| WHEREAS, the Navajo Nation has withdrawn over five hundred
|
0021| eighty acres of land for the Navajo Community College campus
|
0022| and one of the three sites has been selected to be the location
|
0023| for the new college campus; and
|
0024| WHEREAS, through efforts of the New Shiprock Campus
|
0025| Committee, the New Mexico legislature appropriated one hundred
|
0001| thousand dollars ($100,000) in 1996 for the planning and
|
0002| designing of the new college campus;
|
0003| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0004| STATE OF NEW MEXICO that the Congress of the United States be
|
0005| requested to fund the construction of a full college campus for
|
0006| the college education programs of the Navajo Community College
|
0007| in Shiprock, San Juan County, New Mexico; and
|
0008| BE IT FURTHER RESOLVED that copies of this memorial be
|
0009| sent to every member of the New Mexico congressional delegation
|
0010| and the Secretary of the Interior.
