0011| REQUESTING THE STATE DEPARTMENT OF PUBLIC EDUCATION TO CONDUCT

0012| A STUDY AND REPORT TO THE LEGISLATURE ON THE EFFECTS OF CLOSED

0013| CAMPUSES ON DISCIPLINE, DROPOUT RATES AND TRUANCY IN PUBLIC
|
0014| SCHOOLS IN OTHER STATES.

0016| WHEREAS, dropout rates from public schools in New Mexico
|
0017| are unacceptably high; and
|
0018| WHEREAS, in school year 1988-89, dropout rates in New
|
0019| Mexico peaked at 10.4 percent and then dropped; and
|
0020| WHEREAS, high school dropout rates are again increasing
|
0021| and are approaching 9 percent; and
|
0022| WHEREAS, state truancy statistics are not readily
|
0023| available; and
|
0024| WHEREAS, disciplinary problems, truancy and dropout rates
|
0025| may all be enhanced because students are permitted the freedom
|
0001| to leave public school campuses;
|
0002| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0003| STATE OF NEW MEXICO that a study be conducted by the state
|
0004| department of public education to determine if disciplinary
|
0005| problems, truancy and dropout rates are improved when public
|
0006| school campuses are closed; and
|
0007| BE IT FURTHER RESOLVED that the effects of closed campuses
|
0008| in states and communities throughout the nation be analyzed;
|
0009| and
|
0010| BE IT FURTHER RESOLVED that the results of the study on
|
0011| closed campuses by the state department of public education be
|
0012| reported to the legislative education study committee in
|
0013| November 1997; and
|
0014| BE IT FURTHER RESOLVED that copies of this memorial be
|
0015| transmitted to the superintendent of public instruction, the
|
0016| state board of education and the legislative education study
|
0017| committee.
