0011| REQUESTING THE CONGRESS OF THE UNITED STATES TO SUPPORT HOUSE

0012| RESOLUTION 260 BEFORE CONGRESS TO CREATE A GUADALUPE-HIDALGO
|
0013| TREATY LAND CLAIMS COMMISSION.

0015| WHEREAS, New Mexico has a unique history in the
|
0016| acquisition of land ownership due to the substantial number of
|
0017| Spanish and Mexican land grants that were an integral part of
|
0018| the colonization and growth of this area of the country; and
|
0019| WHEREAS, various provisions of the treaties signed under
|
0020| prior sovereigns have not yet been fully implemented in the
|
0021| spirit of Article VI of the constitution of the United States;
|
0022| and
|
0023| WHEREAS, congress did establish an Indian claims
|
0024| commission, which successfully adjudicated hundreds of disputed
|
0025| land possessions quietly; and
|
0001| WHEREAS, there still exist serious questions about prior
|
0002| ownership, particularly about certain public lands; and
|
0003| WHEREAS, Congressman Bill Richardson introduced House
|
0004| Resolution 260 in January 1997 to create a presidential
|
0005| commission to determine the validity of certain land claims
|
0006| arising out of the treaty of Guadalupe-Hidalgo of 1848
|
0007| involving persons who were Mexican citizens at the time of the
|
0008| treaty;
|
0009| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0010| STATE OF NEW MEXICO that the congress of the United States be
|
0011| respectfully requested and urged to support this important
|
0012| piece of legislation to adjudicate and make conclusive
|
0013| determinations, including possible restitution of public lands,
|
0014| on unresolved provisions of the various treaties affected by
|
0015| the treaty of Guadalupe-Hidalgo; and
|
0016| BE IT FURTHER RESOLVED that copies of this memorial be
|
0017| sent to the New Mexico congressional delegation and to the
|
0018| presiding officers of each house of congress.
