GARCIA | 0005| | 0006| | 0007| | 0008| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THAT THE EXECUTIVE AGENCIES INVOLVED WITH THE | 0012| IMPLEMENTATION OF THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES | 0013| BLOCK GRANT PROVIDE FOR PUBLIC HEARINGS AND NOTIFICATION OF THE | 0014| HEARINGS PRIOR TO THE SUBMISSION OF THE STATE PLAN TO ENSURE | 0015| MAXIMUM PUBLIC PARTICIPATION IN THE DEVELOPMENT OF THE STATE | 0016| PLAN. | 0017| | 0018| WHEREAS, the state is required to develop a plan to | 0019| implement the temporary assistance for needy families block | 0020| grant; | 0021| WHEREAS, the state should consult with local governments | 0022| and private sector organizations regarding the design of the | 0023| state plan and allow for forty-five days to receive comments on | 0024| the state plan; and | 0025| WHEREAS, the state plan must include an explanation of how | 0001| the state will serve all of its political subdivisions; and | 0002| WHEREAS, the state plan must explain how a state will | 0003| require a parent or caretaker to engage in work activities | 0004| after receiving assistance under the program for twenty-four | 0005| months and ensure that parents and caretakers receiving | 0006| assistance engage in allowable work activities; and | 0007| WHEREAS, the state plan must include an explanation of how | 0008| noncitizens will be treated and how interstate immigrants will | 0009| be treated; and | 0010| WHEREAS, the state plan must include an explanation of the | 0011| necessary steps to assure appropriate confidentiality, set | 0012| goals and take action to reduce out-of-wedlock pregnancies; and | 0013| WHEREAS, the state plan must include certification that it | 0014| will operate a child-support enforcement program and a child- | 0015| protection program; and | 0016| WHEREAS, the state plan must certify the process by which | 0017| the state will administer the program and that it will provide | 0018| Indians with equitable access to assistance; | 0019| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0020| STATE OF NEW MEXICO that the human services department should | 0021| hold public hearings and notify the public of the hearings | 0022| prior to the submission of the state plan to ensure maximum | 0023| public participation in the development of the state plan; and | 0024| BE IT FURTHER RESOLVED that copies of this memorial be | 0025| transmitted to the human services department, the labor | 0001| department, the children, youth and families department and the | 0002| department of health. |
