0011| REQUESTING THE STATE ENGINEER TO DEVELOP AND MAINTAIN A WATER
|
0012| BUDGET FOR THE STATE.
|
0013|
|
0014| WHEREAS, the state engineer is responsible for the
|
0015| measurement and appropriation of the scarce water resources of
|
0016| New Mexico and of their distribution among an increasing number
|
0017| of water users, in the context of interstate stream compact
|
0018| deliveries that must be maintained; and
|
0019| WHEREAS, data on usage and long-term sustainability of the
|
0020| resource are crucial in deciding basin adjudications and acting
|
0021| on water rights applications; and
|
0022| WHEREAS, additional information on water use and water
|
0023| supply is sorely needed to assist in adjudicating rights along
|
0024| the Rio Grande, the most heavily appropriated river and ground
|
0025| water basin in the state; and
|
0001| WHEREAS, the state's water budget depends completely on
|
0002| water yields generated by healthy mountain forests and land;
|
0003| and
|
0004| WHEREAS, the potential to increase water yield of the
|
0005| state's watersheds through land use, forest and range
|
0006| management has received little research and less action; and
|
0007| WHEREAS, additional water use data would bolster efforts
|
0008| at water conservation and assist in preventing over-diversion;
|
0009| and
|
0010| WHEREAS, water planning efforts now under way in many
|
0011| regions of the state would be enhanced by improved information
|
0012| on water use and water resources;
|
0013| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0014| STATE OF NEW MEXICO that the office of the state engineer be
|
0015| requested to compile the data necessary to construct a water
|
0016| budget for every stream system and declared basin in the state,
|
0017| beginning with those under the greatest pressure from water
|
0018| users and interstate stream compact requirements; and
|
0019| BE IT FURTHER RESOLVED that the state engineer be
|
0020| requested to, at a minimum, meter or take other measurements of
|
0021| all permitted water uses and return flows, and develop data
|
0022| management system to permit accurate storage, rapid retrieval
|
0023| and flexible analysis surface of the water use records; and
|
0024| BE IT FURTHER RESOLVED that the state engineer be
|
0025| requested to conduct research and monitoring efforts to
|
0001| quantify surface and ground water resources and water yield by
|
0002| watershed; and
|
0003| BE IT FURTHER RESOLVED that the state engineer be provided
|
0004| the support to carry out a needs assessment within his office
|
0005| and report back to the legislature by December 1, 1997 with a
|
0006| phasing plan and cost estimate for developing the information
|
0007| base described above; and
|
0008| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0009| transmitted to the state engineer.
