0011| REQUESTING THE LEGISLATIVE COUNCIL TO DIRECT AN APPROPRIATE
|
0012| JOINT LEGISLATIVE INTERIM COMMITTEE TO CONTINUE STUDIES OF
|
0013| WATER RESOURCES, RIGHTS AND REGULATION AND OF THE POTENTIAL
|
0014| RESTRUCTURING OF THE ELECTRIC UTILITY INDUSTRY.

0016| WHEREAS, during the 1996 interim, the integrated water and
|
0017| resource planning committee studied, evaluated and investigated
|
0018| issues related to water resources, rights and regulation, as
|
0019| well as issues related to the potential restructuring of the
|
0020| electric power industry due to the infusion of competitive
|
0021| influences and factors into the industry; and
|
0022| WHEREAS, numerous and vital concerns compel legislative
|
0023| attention and action with respect to the state's water rights,
|
0024| resources and regulation, and, further, the integrated water
|
0025| and resource planning committee has recommended its
|
0001| continuation with respect to water and its associated issues,
|
0002| matters and concerns; and
|
0003| WHEREAS, the integrated water and resource planning
|
0004| committee has directed the New Mexico public utility commission
|
0005| to monitor and evaluate the potential restructuring of the
|
0006| electric power industry, subject to legislative guidance,
|
0007| direction and oversight, and to report its findings,
|
0008| conclusions and recommendations to the legislature for approval
|
0009| and action, as necessary, before any proposed restructuring may
|
0010| be implemented; and
|
0011| WHEREAS, the integrated water and resource planning
|
0012| committee has further recommended its continuation with respect
|
0013| to the electric utility industry in order to retain and
|
0014| continue the knowledge, information and experience acquired by
|
0015| the committee in this area to better provide oversight,
|
0016| guidance and direction to the New Mexico public utility
|
0017| commission in its work with respect to any potential
|
0018| restructuring of the electric utility industry and to continue
|
0019| proper and full legislative attention to and oversight of the
|
0020| rapidly changing aspects of this industry nationwide;
|
0021| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0022| STATE OF NEW MEXICO that the legislative council direct an
|
0023| appropriate joint legislative interim committee to continue the
|
0024| work of the integrated water and resource planning committee to
|
0025| study and evaluate the state's water rights, resources and
|
0001| regulation and the potential restructuring of the electric
|
0002| utility industry; and
|
0003| BE IT FURTHER RESOLVED that the appropriate joint
|
0004| legislative interim committee directed by the legislative
|
0005| council to study and evaluate the state's water rights,
|
0006| resources and regulation and the potential restructuring of the
|
0007| electric utility industry present its findings and
|
0008| recommendations to the second session of the forty-third
|
0009| legislature; and
|
0010| BE IT FURTHER RESOLVED that copies of this memorial be
|
0011| sent to the president pro tempore of the senate, the speaker of
|
0012| the house of representatives and the members of the legislative
|
0013| council.
