MCSHERRY | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| RECOGNIZING AND COMMENDING THE WORK OF THE NEW MEXICO-TEXAS | 0012| WATER COMMISSION IN BEHALF OF THE SOUTHERN NEW MEXICO LOWER RIO | 0013| GRANDE WATER USERS. | 0014| | 0015| WHEREAS, the legislature understands the vital importance | 0016| of water to all its citizens; and | 0017| WHEREAS, the legislature is aware that since 1980 water | 0018| users in southern New Mexico have been engaged in straightening | 0019| out differences about water access and use with the city of El | 0020| Paso, Texas; and | 0021| WHEREAS, more than a decade of litigation with the city of | 0022| El Paso resulted in the formation of the New Mexico-Texas water | 0023| commission; and | 0024| WHEREAS, this commission is charged with the | 0025| responsibility of continuing to study the availability of water | 0001| and plan for its future use; and | 0002| WHEREAS, the southern New Mexico participants in the | 0003| continuing water study include Dona Ana county, the city of Las | 0004| Cruces, the Elephant Butte irrigation district, New Mexico | 0005| state university, the village of Hatch and the town of Mesilla, | 0006| collectively referred to as the lower Rio Grande water users | 0007| organization; and | 0008| WHEREAS, the public entities in this organization have | 0009| cooperated in resource studies and planning that transcend | 0010| jurisdictional boundaries while respecting individual | 0011| organizational responsibilities, roles and rights; and | 0012| WHEREAS, those participating in this excellent example of | 0013| interagency cooperation are in agreement that the work of the | 0014| New Mexico-Texas water commission will benefit from funding of | 0015| projects of common interest to the participants; | 0016| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0017| STATE OF NEW MEXICO that the legislature recognize and commend | 0018| the efforts of the New Mexico-Texas water commission in its | 0019| efforts to assess water availability and plan future | 0020| utilization of water resources in the region for the benefit of | 0021| all the citizens represented in the lower Rio Grande water | 0022| users organization; and | 0023| BE IT FURTHER RESOLVED that copies of this memorial be | 0024| sent to the governing body of each of the named agencies and | 0025| organizations. |
