BEAM | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE STATE HIGHWAY AND TRANSPORTATION DEPARTMENT, THE | 0012| FEDERAL AVIATION ADMINISTRATION AND THE CITY OF ALBUQUERQUE TO | 0013| COOPERATE IN A STUDY OF AND IMPLEMENTATION OF NOISE ABATEMENT | 0014| MEASURES FOR THE ALBUQUERQUE INTERNATIONAL AIRPORT, THE | 0015| SUNPORT. | 0016| | 0017| WHEREAS, the Sunport international airport has been | 0018| rebuilding the main east and west runway and for the past year | 0019| use of the north and south runway has created unacceptable | 0020| noise and safety risks for area residents; and | 0021| WHEREAS, residents in the south valley have long been | 0022| adversely affected by low-flying planes; and | 0023| WHEREAS, the northeast southwest runway 3-21 is now | 0024| generating unacceptable noise for area residents; and | 0025| WHEREAS, the airport received five hundred and forty-one | 0001| complaints from neighboring residents in 1996; and | 0002| WHEREAS, the New Mexico air national guard makes extensive | 0003| use of the Sunport's runways while preparing for international | 0004| peacekeeping missions as well as normal training exercises, and | 0005| the accident rate and added risk to civilian residents from | 0006| military aircraft accidents is unacceptably high; and | 0007| WHEREAS, technological advances in airplane design, | 0008| landscaping and airport operations offer some opportunities to | 0009| abate airport noise, and regulations and incentives need to be | 0010| strengthened to require the Sunport and airlines to take full | 0011| advantage of such advances; and | 0012| WHEREAS, the population of the area surrounding the | 0013| Sunport has grown tremendously since the original construction | 0014| of the facility in the 1930s, and the larger region has been | 0015| one of the fastest growing regions in the country over the | 0016| recent past, increasing the demand for safe, convenient air | 0017| travel through a modern, centrally located and convenient | 0018| facility; and | 0019| WHEREAS, the regional major investment study highlights | 0020| the need for long-range comprehensive planning, and such long- | 0021| range planning must consider the effects of a growing | 0022| population, its needs for better air transportation | 0023| infrastructure as well as the needs of residential | 0024| neighborhoods for safe, peaceful and healthy environments; | 0025| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF | 0001| REPRESENTATIVES OF THE STATE OF NEW MEXICO that the state | 0002| highway and transportation department, the federal aviation | 0003| administration, the city of Albuquerque and other interested | 0004| civil authorities cooperate in a study and the implementation | 0005| of noise abatement programs and technologies and the long range | 0006| needs of area residents for safe and peaceful neighborhoods, | 0007| safe air travel and convenient access to air transportation | 0008| resources for the region; and | 0009| BE IT FURTHER RESOLVED that the state highway and | 0010| transportation department report to the appropriate interim | 0011| committee of the legislature by December 1, 1997 on its | 0012| findings, including recommendations for legislation to abate | 0013| airport noise and plan for long-range air transportation | 0014| resources; and | 0015| BE IT FURTHER RESOLVED that copies of this memorial be | 0016| transmitted to the secretary of highway and transportation, the | 0017| director of the federal aviation administration, the mayor of | 0018| the city of Albuquerque and the New Mexico congressional | 0019| delegation. | 0020|  State of New Mexico | 0021| House of Representatives | 0022| | 0023| FORTY-THIRD LEGISLATURE | 0024| FIRST SESSION, 1997 | 0025| | 0001| | 0002| February 18, 1997 | 0003| | 0004| | 0005| Mr. Speaker: | 0006| | 0007| Your TRANSPORTATION COMMITTEE, to whom has been | 0008| referred | 0009| | 0010| HOUSE JOINT MEMORIAL 37 | 0011| | 0012| has had it under consideration and reports same with | 0013| recommendation that it DO PASS, and thence referred to the | 0014| GOVERNMENT AND URBAN AFFAIRS COMMITTEE. | 0015| | 0016| Respectfully submitted, | 0017| | 0018| | 0019| | 0020| | 0021| | 0022| Daniel P.
