0011|     RELATING TO CAPITAL EXPENDITURES; REAUTHORIZING BALANCES;

0012|     CLARIFYING AND CHANGING PURPOSES; EXTENDING EXPENDITURE

0013|     PERIODS; MAKING APPROPRIATIONS FOR CAPITAL PROJECTS IN CIBOLA

0014|     COUNTY; DECLARING AN EMERGENCY.

0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0017|          Section 1.  SEVERANCE TAX BONDS--CLARIFYING THE PURPOSE--
    |
0018|     DEPARTMENT OF ENVIRONMENT--APPROPRIATION.--The balance of
    |
0019|     severance tax bonds appropriated pursuant to Subsection M of
    |
0020|     Section 4 of Chapter 113 of Laws 1992 and reauthorized and
    |
0021|     appropriated pursuant to Laws 1994, Chapter 148, Section 60 for
    |
0022|     the purpose of planning, designing, constructing or purchasing
    |
0023|     a wastewater facility to serve the village of Milan located in
    |
0024|     Cibola county is reauthorized and appropriated to the
    |
0025|     department of environment for the purpose of providing a
    |
0001|     portion of the village of Milan's share toward the cost
    |
0002|     incurred by the city of Grants in the planning, designing,
    |
0003|     constructing or purchasing of a wastewater treatment regional
    |
0004|     facility located in the city of Grants in Cibola county.
    |
0005|          Section 2.  CHANGE IN PURPOSE--EXTENDING EXPENDITURE
    |
0006|     PERIOD--STATE ROAD FUND--APPROPRIATION.--The balance of an
    |
0007|     appropriation made from the state road fund pursuant to
    |
0008|     Subsection B of Section 48 of Chapter 148 of Laws 1994 to
    |
0009|     design and construct a highway from state road 117 to the
    |
0010|     observatory site in Cibola county shall not be expended for its
    |
0011|     original purpose but is appropriated to the state highway and
    |
0012|     transportation department for infrastructure, construction and
    |
0013|     equipping an astronomy science center at Enchanted Skies park
    |
0014|     in the city of Grants located in Cibola county.  The period of
    |
0015|     time for expenditure of the appropriation is extended through
    |
0016|     fiscal year 1999.

0017|          Section 3.  SEVERANCE TAX BONDS--CHANGE IN PURPOSE--
    |
0018|     APPROPRIATION.--The balance of severance tax bonds appropriated
    |
0019|     to the corrections department pursuant to Laws 1995, Chapter
    |
0020|     214, Section 3 and reauthorized and appropriated to the local
    |
0021|     government division of the department of finance and
    |
0022|     administration pursuant to Paragraph (17) of Subsection A of
    |
0023|     Section 23 of Chapter 14 of Laws 1996 for construction of a
    |
0024|     convention center in the city of Grants in Cibola county shall
    |
0025|     not be expended for that purpose but is reauthorized and
    |
0001|     appropriated to the local government division for planning and
    |
0002|     designing a convention center in the city of Grants in Cibola
    |
0003|     county.
    |
0004|          Section 4.  EMERGENCY.--It is necessary for the public
    |
0005|     peace, health and safety that this act take effect immediately.
