0012| CODE TO REQUIRE STUDENTS TO READ A BOOK A WEEK AND WRITE A

0013| THEME PAPER ABOUT EACH BOOK.

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. Section 22-2-8.3 NMSA 1978 (being Laws 1986,
|
0017| Chapter 33, Section 4, as amended) is amended to read:
|
0018| "22-2-8.3. SUBJECT AREAS--MINIMUM INSTRUCTIONAL AREAS
|
0019| REQUIRED--ACCREDITATION.--
|
0020| A. The state board shall require instruction in
|
0021| specific subject areas as provided in Subsections B through
|
0022| [F] G of this section. Any public school or school
|
0023| district failing to meet these minimum requirements shall not
|
0024| be accredited by the state board.
|
0025| B. All first and second grade classes shall provide
|
0001| daily instruction in language arts skills, including phonics,
|
0002| and mathematics.
|
0003| C. All third grade classes shall provide daily
|
0004| instruction in language arts skills and mathematics.
|
0005| D. All fourth, fifth and sixth grade classes shall
|
0006| provide instruction in language arts skills, with an emphasis
|
0007| on writing and editing; mathematics; science; and social
|
0008| studies, including geography. The following subject areas
|
0009| shall be offered in the remaining instructional time: art;
|
0010| music; physical education; health; and computer literacy,
|
0011| including a general familiarization with computers and support
|
0012| in the areas of mathematics and writing through word
|
0013| processing.
|
0014| E. All seventh grade classes shall provide
|
0015| instruction in English, with an emphasis on grammar and
|
0016| writing; communication skills or science; New Mexico history
|
0017| and geography; mathematics; and physical fitness. Remaining
|
0018| instructional time may be used for electives listed in
|
0019| Subsection [G] H of this section.
|
0020| F. All eighth grade classes shall provide
|
0021| instruction in English, mathematics, United States history and
|
0022| science. Remaining instructional time may be used for
|
0023| electives listed in Subsection [G] H of this section.
|
0024| G. In addition to the requirements made in
|
0025| Subsections D through F of this section, all students in fourth
|
0001| through eighth grades shall be required to read a book a week
|
0002| and submit a weekly theme paper about each book.
|
0003| [G.] H. The electives authorized in Subsections
|
0004| E and F of this section are art, industrial arts, chorus, band,
|
0005| home economics, typing, creative writing, speech, drama,
|
0006| Spanish, computer literacy and other electives approved by the
|
0007| state board."
|
0008| Section 2. Section 22-2-8.4 NMSA 1978 (being Laws 1986,
|
0009| Chapter 33, Section 5, as amended by Laws 1995, Chapter 174,
|
0010| Section 1 and also by Laws 1995, Chapter 180, Section 1) is
|
0011| amended to read:
|
0012| "22-2-8.4. GRADUATION REQUIREMENTS.--
|
0013| A. At the end of the eighth grade or during the
|
0014| ninth grade, each student shall prepare an individual program
|
0015| of study for grades nine through twelve. The program of study
|
0016| shall be signed by a student's parent or guardian.
|
0017| B. [Beginning with students entering the ninth
|
0018| grade in the 1986-87 school year] Successful completion of a
|
0019| minimum of twenty-three units shall be required for graduation.
|
0020| These units shall be as follows:
|
0021| (1) four units in English, with major emphasis
|
0022| on grammar and literature, including the requirement that to
|
0023| earn each unit of English, students shall read a book a week
|
0024| and submit a weekly theme paper about each book;
|
0025| (2) three units in mathematics;
|
0001| (3) two units in science, one of which shall
|
0002| have a laboratory component;
|
0003| (4) three units in social science, which shall
|
0004| include United States history and geography, world history and
|
0005| geography, and government and economics;
|
0006| (5) one unit in physical fitness;
|
0007| (6) one unit in communication skills, with
|
0008| major emphasis on writing and speaking, which may include a
|
0009| language other than English; and
|
0010| (7) nine elective units. Only the following
|
0011| elective units shall be counted toward meeting the requirements
|
0012| for graduation: fine arts, i.e., music, band, chorus and art;
|
0013| practical arts; physical education; languages other than
|
0014| English; speech; drama; vocational education; mathematics;
|
0015| science; English; R.O.T.C.; social science; computer science;
|
0016| health education; and other electives approved by the state
|
0017| board.
|
0018| With the approval of the local school board, participation
|
0019| on an athletic team or in an athletic sport during the school
|
0020| day may count toward fulfillment of the physical education
|
0021| required unit.
|
0022| C. Final examinations shall be administered to all
|
0023| students in all classes offered for credit.
|
0024| D. [Beginning with students entering the ninth
|
0025| grade in the 1986-87 school year] No student shall receive a
|
0001| high school diploma who has not passed a state competency
|
0002| examination in the subject areas of reading, English, math,
|
0003| science and social science. If a student exits from the school
|
0004| system at the end of grade twelve without having passed a state
|
0005| competency examination, he shall receive an appropriate state
|
0006| certificate indicating the number of credits earned and the
|
0007| grade completed. If within five years after a student exits
|
0008| from the school system he takes and passes the state competency
|
0009| examination, he may receive a high school diploma.
|
0010| E. The state board may establish a policy to
|
0011| provide for administrative interpretations to clarify
|
0012| curricular and testing provisions of the Public School Code."
