0012| RELATING TO PUBLIC SCHOOLS; CREATING A STUDENT RETENTION
|
0013| OVERSIGHT TASK FORCE; MAKING AN APPROPRIATION.
|

|
0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. STUDENT RETENTION OVERSIGHT TASK FORCE--
|
0017| CREATION--TERMINATION.--The "student retention oversight task
|
0018| force" is created. The task force shall function from the date
|
0019| of its appointment until the first day of December prior to the
|
0020| first session of the forty-fourth legislature.
|
0021| Section 2. MEMBERSHIP--APPOINTMENT--VACANCIES.--
|
0022| A. The student retention oversight task force shall
|
0023| be composed of six legislative members; six public advisory
|
0024| members, two of whom shall be graduates of or current students
|
0025| at an alternative high school in the state; and one
|
0001| representative from the state department of public education.
|
0002| B. Three members of the house of representatives
|
0003| shall be appointed by the speaker of the house of
|
0004| representatives and three members of the senate shall be
|
0005| appointed by the committees' committee of the senate or, if the
|
0006| senate appointments are made in the interim, by the president
|
0007| pro tempore of the senate after consultation with and the
|
0008| agreement of a majority of the members of the committees'
|
0009| committee. Members shall be appointed from each house so as to
|
0010| give the two major political parties in each house the same
|
0011| proportional representation on the task force as prevails in
|
0012| each house; however, in no event shall either party have less
|
0013| than one member from each house on the task force. Vacancies
|
0014| on the task force shall be filled by appointment in the same
|
0015| manner as the original appointments.
|
0016| C. So as to represent the state's ethnic and
|
0017| geographic diversity, three public advisory members shall be
|
0018| appointed to the task force by the speaker of the house of
|
0019| representatives and three public advisory members shall be
|
0020| appointed to the task force by the president pro tempore of the
|
0021| senate. The public members of the task force shall be paid per
|
0022| diem and mileage in accordance with the provisions of the Per
|
0023| Diem and Mileage Act plus reimbursement for reasonable actual
|
0024| expenses.
|
0025| D. The task force shall also include one advisory
|
0001| member representing the state department of public education
|
0002| appointed by the president of the state board of education.
|
0003| E. The speaker of the house of representatives and
|
0004| the president pro tempore of the senate shall each designate
|
0005| one co-chairman of the task force.
|
0006| Section 3. DUTIES.--
|
0007| A. After its appointment, the student retention
|
0008| oversight task force shall hold one organizational meeting to
|
0009| develop a work plan and budget for the ensuing interim. The
|
0010| work plan and budget shall be submitted to the New Mexico
|
0011| legislative council for approval.
|
0012| B. Upon approval of the work plan and budget by the
|
0013| legislative council, the task force shall oversee the
|
0014| implementation of the legislative directives relating to the
|
0015| student retention, including:
|
0016| (1) the reasons that students leave school
|
0017| prior to graduation from high school;
|
0018| (2) the effectiveness of current student
|
0019| retention programs; and
|
0020| (3) development of other programs and methods
|
0021| to improve the student retention rate.
|
0022| C. The task force shall recommend legislation or
|
0023| changes if any are found to be necessary to the legislature.
|
0024| Section 4. REPORT.--The student retention oversight task
|
0025| force shall make a report of its findings and recommendations
|
0001| for the consideration of the second session of the forty-third
|
0002| legislature and for the first session of the forty-fourth
|
0003| legislature. The reports and suggested legislation shall be
|
0004| made available to the New Mexico legislative council on or
|
0005| before December 15 preceding each session.
|
0006| Section 5. STAFF.--The staff for the student retention
|
0007| oversight task force shall be provided by the legislative
|
0008| council service.
|
0009| Section 6. APPROPRIATION.--Twenty thousand dollars
|
0010| ($20,000) is appropriated from the general fund to the
|
0011| legislature council service for expenditure in fiscal year 1998
|
0012| for the purpose of paying the salaries and expenses of
|
0013| technical, legal and clerical staff; for purchasing equipment
|
0014| and supplies; and for reimbursing the per diem and mileage
|
0015| expenses of the student retention oversight task force members.
|
0016| Any unexpended or unencumbered balance remaining at the end of
|
0017| fiscal year 1998 shall revert to the general fund.

0006| Section 4. REPORT.--The student attendance oversight task
|
0007| force shall make a report of its findings and recommendations for
|
0008| the consideration of the second session of the forty-third
|
0009| legislature. The reports and suggested legislation shall be made
|
0010| available to the New Mexico legislative council on or before
|
0011| November 1 preceding the session.
|
