0014| NMSA 1978 (BEING LAWS 1989, CHAPTER 360, SECTION 1); MAKING AN

0015| APPROPRIATION.

0017| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0018| Section 1. Section 66-3-416 NMSA 1978 (being Laws 1989,
|
0019| Chapter 360, Section 1) is amended to read:
|
0020| "66-3-416. SPECIAL COLLEGIATE REGISTRATION PLATE--
|
0021| PROCEDURES--FEE.--
|
0022| A. The division shall establish and issue special
|
0023| collegiate registration plates in accordance with the
|
0024| provisions of this section and shall adopt and promulgate
|
0025| procedures for application for and issuance of such special
|
0001| collegiate registration plates for any private motor vehicle
|
0002| except a motorcycle.
|
0003| B. [Any state-supported higher educational
|
0004| institution in New Mexico] New Mexico state university, the
|
0005| university of New Mexico, New Mexico highlands university, New
|
0006| Mexico institute of mining and technology, eastern New Mexico
|
0007| university or western New Mexico university may request that
|
0008| the division issue a special collegiate registration plate for
|
0009| that institution. Upon that request, the division, with the
|
0010| advice and consultation of the higher educational institution,
|
0011| shall determine the color and design of the registration plate
|
0012| and provide for its issuance. No personalized or vanity design
|
0013| variation of the special collegiate registration plates shall
|
0014| be issued.

0015| C. For a fee of [thirty-five dollars ($35.00)]
|
0016| thirty dollars ($30.00), which fee shall be in addition to
|
0017| the regular motor vehicle registration fees, any owner of a
|
0018| motor vehicle may apply for the issuance of a special
|
0019| collegiate registration plate. The owner of a motor vehicle
|
0020| shall apply and pay a ten dollar ($10.00) fee each year that
|
0021| he wishes to retain and renew his special collegiate
|
0022| registration plate.
|
0023| D. The revenue from the special collegiate
|
0024| registration plates shall be distributed as follows:
|
0025| (1) ten dollars ($10.00) of the initial fee
|
0001| collected for each registration plate shall be [retained by
|
0002| the division in the seventy-eighth and seventy-ninth fiscal
|
0003| years and is appropriated to the division for the manufacture
|
0004| and issuance of the registration plates. Thereafter, that
|
0005| amount of each fee shall be] paid to the state treasurer for
|
0006| credit to the motor vehicle suspense fund for distribution in
|
0007| accordance with Section 66-6-23 NMSA 1978; and
|
0008| (2) [twenty-five dollars ($25.00)] twenty
|
0009| dollars ($20.00) of the initial fee and all of the renewal
|
0010| fee collected for each registration plate shall be distributed
|
0011| to the higher educational institution for which the
|
0012| registration plate is issued.
|
0013| E. Souvenir sample registration plates may be sold
|
0014| by the higher educational institution for a fee of ten dollars
|
0015| ($10.00). Revenues from the sale of the sample plates shall be
|
0016| credited to the alumnae scholarship fund of that institution.
|
0017| [E.] F. Revenues received by each higher
|
0018| educational institution from special collegiate registration
|
0019| plate fees are appropriated to the higher educational
|
0020| [institutions] institution to [carry out any purpose] be
|
0021| credited to the alumnae scholarship fund of that institution."
