SHORT TITLE.--This act may be cited as the | 0017| "School Counselor Act". | 0018| Section 2. PURPOSE OF ACT.--The purpose of the School | 0019| Counselor Act is to require public school counselors to spend | 0020| their work time at their public school counseling students to | 0021| address academic and personal problems that interfere with | 0022| student achievement or cause high truancy and drop-out rates. | 0023| Section 3. DEFINITIONS.--As used in the School Counselor | 0024| Act: | 0025| A. "school counselor" means a school counselor who | 0001| is licensed by the state department of public education to | 0002| provide counseling services in public schools; and | 0003| B. "counseling services" means those services | 0004| established by the state board of education as competencies for | 0005| school counselors, including all subsequent amendments to those | 0006| competencies. | 0007| Section 4. REQUIREMENTS.--School counselors shall provide | 0008| counseling services during the student's school day in | 0009| accordance with Section 22-2-8.1 NMSA 1978. | 0010| Section 5. PERFORMANCE EVALUATIONS.--School principals, | 0011| at a minimum, shall conduct performance evaluations of the | 0012| school counselors employed by the school district to assure | 0013| compliance with established state counselor competencies and | 0014| provisions of the School Counselor Act. | 0015|  |
