0011| RELATING TO PUBLIC SCHOOLS; REQUIRING SPECIALIZED CULTURAL

0012| TRAINING FOR CERTIFIED SCHOOL PERSONNEL AND SCHOOL NURSES.

0014| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0015| Section 1. Section 22-10-3.2 NMSA 1978 (being Laws 1988,
|
0016| Chapter 48, Section 1, as amended) is amended to read:
|
0017| "22-10-3.2. CERTIFIED SCHOOL PERSONNEL AND SCHOOL
|
0018| NURSES--REQUIRED TRAINING [PROGRAM] PROGRAMS.--
|
0019| A. All certified school personnel and school nurses
|
0020| shall be required to complete training in the detection and
|
0021| reporting of child abuse and neglect and substance abuse. This
|
0022| requirement shall be completed within the person's first year
|
0023| of employment by a school district in the state.
|
0024| B. All certified school personnel and school
|
0025| nurses shall be required to complete a specialized cultural
|
0001| training course designed to help certified school personnel and
|
0002| nurses teach minority students more effectively. This
|
0003| requirement shall be completed within the person's first year
|
0004| of employment by a school district in the state.
|
0005| [B.] C. Pursuant to the policy and regulations
|
0006| adopted by the state board, the department of education shall
|
0007| develop [a] training [program] programs, including
|
0008| training materials and necessary training staff, to meet the
|
0009| requirement of [Subsection A] Subsections A and B of this
|
0010| section to make the training available in every school district
|
0011| in the state. The department of education shall coordinate the
|
0012| development of the [program] programs with appropriate
|
0013| staff at the human services department [and], the department
|
0014| of health and any other appropriate state agency or
|
0015| department.
|
0016| [C.] D. The training [program] programs
|
0017| developed pursuant to this section shall be made available by
|
0018| the department of education to the deans of every college of
|
0019| education in New Mexico for use in providing such training to
|
0020| students seeking elementary and secondary education
|
0021| certification."
