AUTHORIZATION OF PROJECTS.--Pursuant to the | 0017| provisions of Section 6-21-6 NMSA 1978, the legislature | 0018| authorizes the New Mexico finance authority to make loans from | 0019| the public project revolving fund to the following qualified | 0020| entities for the following public projects on terms and | 0021| conditions established by the authority: | 0022| A. to the Capitan-Carrizozo natural gas association | 0023| for a natural gas utility project; | 0024| B. to the city of Clovis for a special events | 0025| center project and a manufacturing facility project; | 0001| C. to the village of Eagle Nest for a water and | 0002| wastewater study project; | 0003| D. to the Eldorado water and sanitation district | 0004| for a water system project; | 0005| E. to the city of Espanola for a water and | 0006| wastewater infrastructure project and an industrial building | 0007| facility project; | 0008| F. to the energy, minerals and natural resources | 0009| department for the park system capital projects; | 0010| G. to McKinley county for a regional juvenile | 0011| detention center project and a multipurpose recreational | 0012| facility project; | 0013| H. to the city of Raton for a welcome center | 0014| facility project; | 0015| I. to the city of Rio Rancho for a wastewater | 0016| project; | 0017| J. to the Sierra Vista hospital joint powers | 0018| commission, comprised of the city of Truth or Consequences, the | 0019| village of Williamsburg and Sierra county, and any individual | 0020| member of the joint powers commission for a hospital project; | 0021| K. to the town of Springer for an electric | 0022| distribution system project; | 0023| L. to the Twining water and sanitation district for | 0024| a wastewater project; | 0025| M. to the Bluewater water and sanitation district | 0001| for a wastewater project; | 0002| N. to the east Aztec water association for a water | 0003| system project; | 0004| O. to the Jicarilla Apache tribe for a building | 0005| project; | 0006| P. to the Lincoln county solid waste authority for | 0007| a solid waste equipment project; | 0008| Q. to the village of Magdalena for an airport | 0009| facility project; | 0010| R. to the northwest New Mexico regional solid waste | 0011| authority for a solid waste equipment project; | 0012| S. to the south San Isidro mutual domestic water | 0013| consumers association for a water system project; | 0014| T. to the New Mexico second judicial district | 0015| metropolitan court for a land acquisition and courthouse | 0016| project; | 0017| U. to the Tunnel Springs water association for a | 0018| water system project; and | 0019| V. to the state park and recreation division of the | 0020| energy, minerals and natural resources department for the | 0021| following projects: | 0022| (1) statewide Americans with Disabilities Act | 0023| of 1990 compliance modification; | 0024| (2) statewide vault toilet construction; | 0025| (3) statewide park furnishings and equipment; | 0001| (4) statewide access gates and vehicular | 0002| controls; | 0003| (5) statewide playground replacements and | 0004| improvements; | 0005| (6) statewide water and wastewater facility | 0006| improvements; | 0007| (7) statewide park staff modular residences; | 0008| (8) statewide campsite modernization; | 0009| (9) maintenance facility replacement for | 0010| Leasburg; | 0011| (10) campground renovation for Coyote Creek; | 0012| (11) campground renovations and erosion | 0013| control for Hyde Memorial; | 0014| (12) pond restoration for Oasis; | 0015| (13) visitor center and maintenance facility | 0016| for Rockhound; | 0017| (14) vault toilet installation for Elephant | 0018| Butte; | 0019| (15) Americans with Disabilities Act of 1990 | 0020| accessible restroom for Oliver Lee; | 0021| (16) Bell point and Cove campground road | 0022| improvements for Conchas; | 0023| (17) workshop and residence renovation for | 0024| Santa Rosa; | 0025| (18) Paseo del Rio restroom replacement for | 0001| Santa Rosa; | 0002| (19) maintenance facility expansion for Coyote | 0003| Creek; | 0004| (20) staff residence renovation for Caballo; | 0005| (21) restroom replacement for Caballo; | 0006| (22) northern campground utility extensions | 0007| for Navajo; | 0008| (23) restroom replacement for Storrie; | 0009| (24) nocturnal exhibit renovation for Living | 0010| Desert; | 0011| (25) restroom replacement for Ute; | 0012| (26) office and maintenance facility | 0013| renovation for Coronado; and | 0014| (27) landscape renovation for the Santa Fe | 0015| river. | 0016| Section 2. SEVERABILITY.--If any part or application of | 0017| this act is invalid, the remainder of its application to other | 0018| situations or persons shall not be affected. | 0019| Section 3. FEDERAL FUNDS.--Should the state park and | 0020| recreation division of the energy, minerals and natural | 0021| resources department secure federal funds to pay for the | 0022| cost of a project or for the cost of a portion of a project | 0023| listed in Subsection V of Section 1 of this act, then the | 0024| division may expend the funds originally authorized for the | 0025| project for an alternate state park improvement project | 0001| included in the division's capital improvement plan.". | 0002| | 0003| 8.
