  Mr. Speaker:
  
       Your AGRICULTURE AND WATER RESOURCES COMMITTEE,
  to whom has been referred
  
                        HOUSE BILL 928
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 23, after "right" strike the comma and
  insert in lieu thereof "that has been previously".
  
       2.  On page 1, lines 24 and 25, strike "for purposes other
  than" and insert in lieu thereof "prior to institution of".
  
       3.  On page 1, line 25, after "conservation" insert
  "measures".
  
       4.  On page 2, line 8, strike the quotation mark and between
  lines 8 and 9, insert the following new subsection:
  
            "C.  Nothing in this section shall be construed to
  reinstate water rights that have been forfeited or abandoned prior
  to the effective date of this section."".,
  
  and thence referred to the JUDICIARY COMMITTEE.
