0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  Section 6-6-12 NMSA 1978 (being Laws 1968,
    |
0017|     Chapter 72, Section 8, as amended) is amended to read:
    |
0018|          "6-6-12.  EXEMPTIONS FROM BATEMAN ACT.--Insurance
    |
0019|     contracts not exceeding five years, <u>multi-year joint powers
</u>    |
<u></u>0020| <u>    agreements to fund projects that promote or protect the general
</u>    |
<u></u>0021| <u>    health, safety and welfare</u>, lease-purchase agreements, lease
    |
0022|     agreements, contracts providing for the operation or provision
    |
0023|     and operation of a jail by an independent contractor entered
    |
0024|     into by a local public body set out in Section 6-6-11 NMSA 1978
    |
0025|     and guaranteed energy savings contracts and installment payment
    |
0001|     contracts or lease-purchase agreements pursuant to guaranteed
    |
0002|     energy savings contracts are exempt from the provisions of
    |
0003|     Section 6-6-11 NMSA 1978, and such contracts, <u>multi-year joint
</u>    |
<u></u>0004| <u>    powers agreements</u>, lease-purchase agreements, lease agreements
    |
0005|     and jail contracts are declared not to constitute the creation
    |
0006|     of debt."
    |
0007|          Section 2.  EFFECTIVE DATE.--The effective date of the
    |
0008|     provisions of this act is July 1, 1997.
