0011|     MAKING AN APPROPRIATION FOR DIVERSION OF AT-RISK YOUTH FROM THE

0012|     CRIMINAL JUSTICE SYSTEM IN BERNALILLO COUNTY; DECLARING AN
    |
0013|     EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  APPROPRIATION.--Three hundred fifteen thousand
    |
0017|     dollars ($315,000) is appropriated from the general fund to the
    |
0018|     children, youth and families department for expenditure in
    |
0019|     fiscal years 1997 and 1998 for the purpose of establishing or
    |
0020|     contracting with a nonprofit organization to establish a
    |
0021|     program designed to work with at-risk youth focused on building
    |
0022|     self-esteem and setting and achieving goals to divert them from
    |
0023|     the criminal justice system and to provide public school
    |
0024|     teachers with techniques to work with at-risk youth and to
    |
0025|     correct negative behavior in their students.  This program may
    |
0001|     also be used as a sentencing option for children's court judges
    |
0002|     in Bernalillo county.  Any unexpended or unencumbered balance
    |
0003|     remaining at the end of fiscal year 1998 shall revert to the
    |
0004|     general fund.
    |
0005|          Section 2.  EMERGENCY.--It is necessary for the public
    |
0006|     peace, health and safety that this act take effect immediately.
