  Mr. Speaker:
  
       Your VOTERS AND ELECTIONS COMMITTEE, to whom has
  been referred
  
                        HOUSE BILL 461
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 2, line 9, after "is" strike the remainder of the
  line, and insert in lieu thereof "no more than one-eighth of one
  percent for a statewide election or no more than one-fourth of one
  percent for any other election".
  
       2.  On page 4, line 15, strike "one" and on line 16, strike
  the line up to the comma, and insert in lieu thereof:  "no more than 
  one-eighth of one percent for a statewide election or no more than
  one-fourth of one percent for any other election".
  
       3.  On page 4, line 23, before "Section", insert "Subsection B
  of".,
  
  
  and thence referred to the JUDICIARY COMMITTEE.
