On page 1, line 11, after "FOR" insert "THE INSTRUCTIONAL AND GENERAL DISTRIBUTION FOR FOUR-YEAR HIGHER EDUCATIONAL INSTITUTIONS; PROVIDING FOR PARTICIPATION AND REPORTING FOR". 2. On page 1, line 12, strike "; DECLARING AN EMERGENCY". 3. On page 1, line 15, after the first period, strike the remainder of the line, strike all of lines 16 through 19 and strike line 20 through the period and insert in lieu thereof: "TEMPORARY PROVISION--WESTERN GOVERNORS' VIRTUAL UNIVERSITY INITIATIVE.--The commission on higher education shall perform the participation and reporting duties set out in this section to carry out the purpose of the funding for New Mexico's participation in the western governors' virtual learning initiative in the General Appropriation Act of 1997.". 4. On page 2, strike line 7 after the period. 5. On page 2, strike line 8 in its entirety. 6. On page 2, between lines 8 and 9, insert the following section: "Section 2. APPROPRIATION.-- A. Two million five hundred sixty-four thousand two hundred dollars ($2,564,200) is appropriated from the general fund to the commission on higher education for expenditure in fiscal year 1998 for the purpose of funding the instructional and general distribution to the following institutions in the following amounts: (1) one hundred seventy thousand two hundred dollars ($170,200) to the board of regents of New Mexico institute of mining and technology; (2) seven hundred eighty-one thousand dollars ($781,000) to the board of regents of New Mexico state university; (3) one million one hundred sixty-two thousand six hundred dollars ($1,162,600) to the board of regents of the university of New Mexico; (4) one hundred eighty-two thousand nine hundred dollars ($182,900) to the board of regents of eastern New Mexico university; (5) one hundred sixty thousand seven hundred dollars ($160,700) to the board of regents of New Mexico highlands university; and (6) one hundred six thousand eight hundred dollars ($106,800) to the board of regents of western New Mexico university. B. Any unexpended or unencumbered balance remaining at the end of fiscal year 1998 shall not revert to the general fund.". 7. On page 2, strike lines 9 and 10 in their entirety.
