0011|     MAKING AN APPROPRIATION TO ENABLE THE CITY OF LAS CRUCES TO

0012|     STUDY THE LOWER RIO GRANDE VALLEY WATER BASIN; DECLARING AN
    |
0013|     EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  APPROPRIATION.--Five hundred thousand dollars
    |
0017|     ($500,000) is appropriated from the general fund to the local
    |
0018|     government division of the department of finance and
    |
0019|     administration for expenditure in fiscal years 1997 and 1998 to
    |
0020|     enable the city of Las Cruces to conduct a study of the lower
    |
0021|     Rio Grande valley water basin.  Any unexpended or unencumbered
    |
0022|     balance remaining at the end of fiscal year 1998 shall revert
    |
0023|     to the general fund.
    |
0024|          Section 2.  EMERGENCY.--It is necessary for the public
    |
0025|     peace, health and safety that this act take effect immediately.
