0012| REGARDING UNAUTHORIZED ELECTRONIC FUND TRANSFERS FROM CUSTOMER

0013| ACCOUNTS IN BANKS AND OTHER FINANCIAL INSTITUTIONS.

0015| WHEREAS, electronic fund transfers from banks and other

0016| financial institutions have become widespread; and
|
0017| WHEREAS, electronic fund transfers present previously
|
0018| unknown opportunities for unauthorized, fraudulent access to
|
0019| customer accounts; and
|
0020| WHEREAS, customers need protection from unauthorized,
|
0021| fraudulent access to their accounts, such as payment of
|
0022| insurance premimums not approved or other unathorized direct
|
0023| debit schemes;
|
0024| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
|
0025| OF NEW MEXICO that bank and financial institution customer
|
0001| accounts be protected from unauthorized, fraudulent access
|
0002| through electronic fund transfers and similar means; and
|
0003| BE IT FURTHER RESOLVED that copies of this memorial be
|
0004| transmitted to the director of the financial institutions
|
0005| division of the regulation and licensing department.
